About this opportunity
The State of Utah Division of Purchasing, through the Governor's Office of Economic Opportunity, is seeking qualified vendors to provide custom exhibition booth and operational services for the Utah Office of Tourism (UOT) at the U.S. Travel Association's IPW Conference over a five-year period from 2026 to 2030. The procurement is a qualifications-based selection under Utah Procurement Code 63G-6a Part 15 for design professional service providers and consultants. The project requires comprehensive services including design, fabrication, installation, and on-site operation of a custom booth consisting of two 10' x 20' sections positioned across an aisle, representing Utah's diverse tourism offerings such as the Wasatch Mountains, ski attractions, and Southern Utah's national parks. Vendors must submit detailed technical proposals addressing booth design, fabrication, logistics, installation, and operational services, with evaluation criteria focused on design feasibility, materials, project management, logistics expertise, utility management, and cleaning services. The solicitation was posted on January 6, 2026, with qualifications due by January 20, 2026, and conference locations spanning Fort Lauderdale, New Orleans, Detroit, Denver, and Anaheim over the contract period.
There are no specific set-aside designations or restrictions on organizational types mentioned in the solicitation documents. Vendors must comply with standard state requirements including anti-boycott provisions, non-use of forced labor, and potential background checks for employees accessing facilities. The 2026 budget is established at $90,000, with a not-to-exceed ceiling of $100,000 for that year, comprising $75,000 for booth design, fabrication, project management, shipping, and labor, and $15,000 for operational and utility services. The total contract value is not to exceed $800,000 over the five-year period, with annual cost evaluations conducted for subsequent years. Pricing information should not be included in the initial qualifications submission, as the highest-ranked vendor will be selected to negotiate fair and reasonable compensation. The procurement process involves a technical evaluation with a minimum acceptable score of 70 percent, and if negotiations with the top-ranked vendor fail, the state may proceed with the next highest-ranked vendor.
