About this opportunity

Seminole County's Public Works Department is seeking a qualified contractor for the US 17-92 Overpass Pedestrian Improvements project, which involves constructing 0.217 miles of recreational path to connect adjacent US 17/92 sidewalks to the Cross Seminole Trail. The project's comprehensive scope includes installing a retaining wall system, implementing drainage improvements, constructing concrete sidewalk, adding signage and pavement markings, performing clearing and grubbing, conducting excavation and embankment work, and maintaining traffic throughout the project. Contractor qualifications are stringent, requiring FDOT prequalification in specific work classes including drainage, grading, sidewalk, handrail, and retaining wall construction. Prime contractors must have been in business for at least three years and completed a minimum of three similar projects within the last five years. The mandatory pre-bid meeting is scheduled for Friday, December 15th, 2023, at 9:00 AM EST via Zoom, with bid submissions due on Wednesday, March 6th, 2024, at 2:00 PM Eastern Time through OpenGov Submittal or email. The project has a strict completion timeline, requiring substantial completion within 90 calendar days from the Notice to Proceed and final completion 30 calendar days thereafter. The Engineer's estimated project cost is $1,047,707.20.

The solicitation encourages participation from Minority and Women-owned Business Enterprises (M/WBEs), though no specific set-aside percentages are explicitly stated. The project is funded through a combination of county and federal sources, with a Financial Project ID of 441484-1-58-01 and Federal-Aid Project Number D522 078 B. The contract will require integration with existing infrastructure, specifically connecting to the current US 17/92 sidewalks and the Cross Seminole Trail. While no incumbent vendors are mentioned, the project involves complex engineering elements including Mechanically Stabilized Earth (MSE) retaining walls, pedestrian/bicycle railing, and detailed recreational path reinforcing. Specifications adhere to Florida Department of Transportation standards and design guidelines. The project's total budget aligns closely with the Engineer's estimate of $1,047,707.20, providing potential bidders with a clear understanding of the anticipated project value and scope.
