About this opportunity

Pinellas County's Construction and Property Management department is seeking a uniform rental and laundry service vendor for the Detention Center through Invitation to Quote (ITQ) #25-0906-ITQ. The procurement will provide uniform services for 15 employees, with each employee receiving twelve complete uniform sets consisting of green short-sleeve and long-sleeve shirts made from 100% cotton and khaki cargo pants in cotton and rip-stop nylon. Required vendor responsibilities include weekly uniform pickup, cleaning, and delivery, ensuring uniforms are maintained in first-class condition, and providing name tags and county logo embroidery. Vendors must complete employee uniform fittings within 30 days of award, replace uniforms annually, and maintain a local presence with a customer support representative. The contract has a 60-month duration, with proposals due on November 11, 2025, at 3:00 pm, and requires vendors to submit uniform samples, provide proper fit, and meet specific design requirements including button-through pockets, reinforced details, and set-in sleeves.

The solicitation includes a Small Business Enterprise (SBE) program that may provide preference to certified small businesses. Vendors must have corporate registration with the Florida Division of Corporations and provide appropriate insurance documentation. The contract has a total budget of $50,000, with an estimated annual expenditure of $10,000, currently allocated within the Construction and Property Management Department Operating Budget. An additional $5,000 is reserved for repairs and replacements. The procurement appears to be a potential sole-source opportunity, as indicated by the Notice of Intent to Sole Source document, which suggests there may be limited competitive alternatives. Vendors must submit to comprehensive background checks and have an office located in Pinellas County or within a convenient radius. The current fiscal documentation indicates historical spending of $3,342.78 in FY25 and $4,770.87 in FY24, with future budget allocations of $9,490 for FY26 and $6,240 for FY25.
