About this file

This is a Fiscal Review document for a new uniform rental contract with UniFirst Corporation for Pinellas County's Construction and Property Management (CPM) Department, specifically for the Detention Center. The procurement is being conducted through Invitation to Quote (ITQ) #25-0906-ITQ and seeks to provide uniform rental and laundry services for 15 employees at the Detention Center located at 14400 49th Street North, Clearwater, Florida. Each employee will receive twelve complete uniform sets consisting of green short-sleeve and long-sleeve shirts made from 100% cotton and khaki cargo pants in cotton and rip-stop nylon. Required vendor responsibilities include weekly uniform pickup, cleaning, and delivery in accordance with modern standard practices, ensuring uniforms are maintained in first-class condition, providing name tags and county logo embroidery, completing employee uniform fittings within 30 days of award, and maintaining a local presence with a customer support representative. Proposals are due on November 11, 2025, at 3:00 p.m. The contract has a 60-month term running from April 1, 2021, through March 31, 2026, under Contract Number 21-0186-ITQ with BPA number 444932.

The total contract amount is $50,000 with an estimated annual expenditure of $10,000, currently allocated within the CPM Department Operating Budget across multiple account strings, with $9,490 budgeted for FY26 and $6,240 for FY25, primarily charged to Operating Supplies (account code 552). Historical expenditures show $3,342.78 as of September 30, 2025, in FY25 and $4,770.87 in FY24. The fiscal review notes that this modification is not consistent with the FY26 Adopted Budget but will be consistent with the FY27 Budget once submitted in March 2026. Any overages beyond the budgeted amounts will be absorbed by the department or addressed through budget amendment. The procurement includes a Small Business Enterprise (SBE) program that may provide preference to certified small businesses. Vendors must have corporate registration with the Florida Division of Corporations, provide appropriate insurance documentation, submit to comprehensive background checks, and maintain an office located in Pinellas County or within a convenient radius.
