About this file

This document is a Fiscal Review for a Uniform Rental contract by Pinellas County Construction and Property Management (CPM) with UniFirst Corporation. The contract (No. 21-0186-ITQ) covers uniform rental services for the Detention Center, spanning a 5-year term from 4/1/21 to 3/31/26. The contract will provide twelve (12) uniform sets per employee, including laundry service, selected by the Pinellas County Detention department and cleaned according to standard practices.

The contract has a total amount of $50,000, with an estimated annual expenditure of $10,000. The contract is currently budgeted within the CPM Department Operating Budget, specifically allocated $9,490 for FY26 and $6,240 for FY25 under the Operating Supplies category. Historical spending shows $3,342.78 expended in FY25 (as of 9/30/25) and $4,770.87 in FY24. While the current modification is not consistent with the FY26 Adopted Budget, it is expected to align with the FY27 Budget. Any potential overages will be absorbed by the department or addressed through a budget amendment.

9. Analysis (annual impact based on new contract / contract modification date)

· The fiscal impact of this new contract is an overall cost of $50,000 and a YoY cost of $10,000. Due to the timing of this modification (which will affect FY26 forward) this item IS NOT consistent with the FY26 Adopted Budget for uniforms at the jail facility but WILL BE consistent with CPM’s FY27 Budget, once submitted in March 2026. However, as of 9/30/25, the costs associated with this vendor for preventative maintenance for boiler inspections only totaled $3,342.78. In FY24, the final costs associated with this vendor totaled $4,770.87. Any overages would be absorbed by the department or addressed via a budget amendment.
