About this opportunity
The Utah Department of Transportation (UDOT) has issued a Request for Proposal (RFP) for non-intrusive freeway traffic data collection sensors, seeking to establish multiple contracts with qualified vendors. The solicitation aims to procure a comprehensive detection system capable of collecting vehicle speed, lane occupancy, count, and classification data across all lanes of travel, specifically for a straight freeway segment with 12 total lanes separated by 54" high concrete barriers. Vendors must provide FCC-certified RF devices compliant with the Build America Buy America Act, with sensors capable of reporting volume, average speed, vehicle classification counts, and speed bin counts. The evaluation process is rigorous, involving three stages: mandatory requirements (pass/fail), technical evaluation (760 points), and cost evaluation (300 points). Proposals are due by July 30, 2025, and must be submitted electronically through an online bidding system, with vendors encouraged to submit innovative ideas and expand upon the minimum specifications while addressing core requirements.
The RFP does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The current detection system utilizes an above-ground, side-fire radar detection product, and the new sensors must be capable of interfacing with existing systems like Iteris Performance Measurement System (PeMS) and TuPi. The contract will be a five-year term with no renewal options, and UDOT anticipates awarding multiple contracts to the highest-scoring proposals, including those within 60% of the top-scoring submission. While specific budget ranges are not detailed, the cost evaluation will use a points-based formula where the lowest overall total cost receives 100% of cost points, with proportional points awarded to other bidders. Pricing must be guaranteed for six months, with subsequent adjustments permitted only after demonstrating a significant market change of at least 5%. The State reserves the right to cancel the solicitation, request financial information to evaluate vendor stability, and conduct background checks on contractor personnel with access to secure facilities or sensitive data.
