About this file

The document is a Submittal Form for Mandatory Requirements for Freeway Data Collection Sensors issued by the Utah Department of Transportation (UDOT). The Request for Proposal (RFP) seeks to establish multiple contracts with vendors providing non-intrusive freeway traffic data collection sensors capable of detecting vehicle speed, lane occupancy, count, and classification data across all travel lanes. The contract is anticipated to be a 5-year term with no renewal options, and it aims to acquire detection system equipment that can interface with existing systems like Iteris Performance Measurement System (PeMS) and TuPi.

The mandatory requirements for the sensors include FCC certification for RF devices, compliance with the Build America Buy America Act, non-intrusive detection technology, and specific technical capabilities such as firmware storage in non-volatile memory, Windows-based software, and ability to report data in configurable time intervals (20 seconds and 15 minutes minimum). Vendors must demonstrate their sensors can report volume, average speed, vehicle classification counts, and speed bin counts without requiring battery backup for configuration storage or direct mounting over travel lanes. The RFP encourages innovative proposals and allows vendors to expand upon the baseline specifications while addressing the core requirements of the solicitation.
