About this file

This document is a Submittal Form for Freeway Data Collection Sensors for the Utah Department of Transportation (UDOT), relating to a Request for Proposal (RFP) for non-intrusive traffic data collection sensors. The solicitation seeks to establish multiple contracts for a 5-year term with no renewal options, targeting the procurement of sensor systems capable of detecting traffic across 6 lanes per approach (12 total lanes) on a straight freeway segment separated by 54" high concrete barriers. The system must collect comprehensive traffic data including vehicle speed, lane occupancy, count, and classification.

The cost evaluation will be based on a points-based formula where the lowest overall total cost receives 100% of cost points, with other bidders receiving proportional points based on their pricing relative to the lowest bid. Proposals exceeding 200% of the lowest bid will receive no cost points. The submittal form requires vendors to provide unit pricing for sensors, cabinet equipment, and license fees, with UDOT seeking a complete, fully functional detection system. The pricing structure allows for transparent comparison and encourages competitive bidding while ensuring comprehensive system capabilities.

* UDOT Procurement will use the following cost formula: The Cost Points assigned to each Offeror’s Cost Proposal
will be based on the lowest Overall Total Cost. The Offeror with the lowest Overall Total Cost will receive 100% of the cost points.
All other Offerors will receive a portion of the total cost points basedon what percentage higher their Proposed Overall Total Cost
is than the Lowest Proposed Overall Total Cost. An Offeror whose Proposed Overall Total Cost is more than double (200%)
the Lowest Proposed Overall Total Cost will receive no points.

The formula to compute the points is: Cost Points x (2- (Proposed Overall Total Cost/Lowest Proposed Overall Total Cost)).
