About this opportunity
The Utah Department of Transportation (UDOT) Region 4 has issued an Invitation for Bid (IFB) under Solicitation #UDOT260204CN for construction services related to the Panguitch MS4 Project located at 1200 South Highway 143, Panguitch, Utah. The primary scope of work involves the reconstruction of a detention pond with liner installation and concrete work, including an 18-inch HDPE pond liner covering approximately 2,000 square yards, perforated PVC manifold piping, leak detection ports, and supporting concrete structures totaling 131 cubic yards of 8-inch slab and 62 cubic yards of 12-inch slab. The 26-line item bid schedule encompasses broader facility improvements including 4,333 cubic yards of roadway excavation, 215 linear feet of waterline installation, 277 feet of drainage pipe, 475 tons of hot mix asphalt pavement, 370 feet of 6-foot chain link fencing, a washrack facility, and ancillary infrastructure such as bollards and water distribution systems. All structural concrete must meet UDOT Standard Specification Sections 03055 and 03310 for Type AA(AE) concrete, and all perforated pipe must be wrapped in non-woven geotextile separation fabric. The contract will be awarded to the lowest responsive and responsible bidder, with UDOT reserving the right to evaluate bidder responsibility based on past MS4 project performance, specifically requiring that previous projects were completed without excessive delays, warranty issues, or liquidated damages. A mandatory site visit is scheduled for Wednesday, April 1st, 2026, at 1:30 PM at the UDOT maintenance facility in Panguitch; bidders arriving late will be excluded from participation and bid submission. The bid due date is April 8, 2026, and the project completion deadline is June 15, 2026. The awarded contractor must submit performance and payment bonds upon contract award, provide F.O.B. Destination Freight Prepaid and Allowed deliverables, and maintain a one-year warranty on all work product and materials.
There are no specific set-aside designations or disadvantaged enterprise restrictions noted in the solicitation documentation. However, bidders must demonstrate compliance with federal and state employment laws, maintain workers' compensation and commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate, participate in E-Verify for employee verification, and comply with Utah's Government Records Access and Management Act (GRAMA). Bidders must also complete the Vendor/Customer Creation/Modification Form (Form FI170) to establish a vendor profile in the state's accounting system for payment processing. No incumbent contractors or current vendors are identified in the available documentation. The solicitation does not provide an explicit budget or award value range; all 26 bid schedule line items are currently listed at $0.00 as a blank bid template awaiting contractor pricing submissions. The project scope includes substantial earthwork, utility installation, and structural improvements at an active UDOT maintenance facility, suggesting a significant construction contract value, though the exact award range will be determined by responsive bids received by the April 8, 2026, deadline.
