The material must conform to specified quality and gradation requirements for standard granular borrow as outlined in the technical specifications. All deliverables must be completed by May 31, 2026. The contract will be awarded to the lowest responsive and responsible bidder, with evaluation based on price per cubic yard as submitted on the Bid Sheet. The bid submission deadline is April 22, 2026, and all bids, correspondence, and documentation must reference Solicitation #UDOT260230CN. Bidders are required to provide sufficient documentation and information to demonstrate full compliance with all stated specifications and requirements.

No set-aside designations or restrictions targeting specific organization types, disadvantaged enterprises, or minority-owned businesses are identified in the solicitation documents. There are no listed incumbent vendors or current contractors referenced in the available materials. The State of Utah Agency Standard Terms and Conditions require that successful contractors maintain commercial general liability insurance of no less than one million dollars per occurrence and three million dollars in aggregate, along with workers' compensation coverage at statutory limits. Contractors must also register with and participate in the E-Verify Status Verification System for employment eligibility verification. The site location provides ample space for staging, offloading, and stockpiling operations, with haul vehicles including doubles permitted at the facility. While a specific total contract award value is not explicitly stated, the award will be based on the per-yard price bid multiplied by 3,000 cubic yards, with payment terms of thirty days from receipt of a correct invoice as established under the Utah Prompt Payment Act.
