Bidders must supply brand and model-specific TrafFix Scorpion II equipment, which UDOT requires for fleet uniformity and compatibility with existing spare parts inventory. Both the TMA and TA units must be MASH Test Level 3 certified, include hydraulic vertical lift assemblies and fast-track swift disconnect capabilities, and meet comprehensive technical specifications including minimum dimensional requirements (TMA: 12 feet 9 inches long, 95 inches wide, 25 inches high; TA: 17 feet 9 inches long, 96 inches wide), progressive collapsible modular cartridge sections with aluminum honeycomb interior material, and successful completion of independent durability testing. Bidders must submit electronically through the online bidding system by the deadline of February 13, 2026, with pricing guaranteed for a minimum of one year and any subsequent price increase requests requiring 30-day advance notice supported by federal market index analysis. Award will be made to the lowest-cost responsive and responsible bidder based on the four primary line items: Scorpion II TMA complete TL-3, hydraulic vertical lift, fast-trak swift disconnect, and Scorpion II TA complete TL-3, plus unassembled freight charges and percentage discounts on related maintenance parts.
The solicitation documents do not specify set-aside designations or restrictions limiting participation to particular classes of organizations such as small businesses, disadvantaged enterprises, or minority-owned firms; therefore, all qualified contractors are eligible to bid. No incumbent vendors or current contractors are identified in the solicitation materials, and no specific budget range or award value is provided, as UDOT does not guarantee minimum purchase quantities and the estimated quantities listed are for proposal purposes only. All contractors must maintain workers' compensation insurance and commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate, comply with all applicable federal and state laws, and provide one-year warranties covering performance, suitability, design, manufacturing quality, and freedom from defects. Delivery terms are F.O.B. Destination Freight Prepaid and Allowed, with payment due within thirty days of correct invoice receipt, and all goods are subject to UDOT inspection and testing at any time and place determined by the state. Contractors must complete the cost submittal form exactly as provided without format alterations, as bids submitted in alternate formats may be subject to disqualification.
