About this file
This is a specification document for a Truck Mounted Attenuator (TMA) system related to a Utah Department of Transportation (UDOT) Invitation for Bid (IFB) Solicitation #UDOT260158JB to procure TrafFix Scorpion II Truck Mounted and Trailer Attenuators. The specification establishes detailed technical requirements for a modular TL-3 truck mounted attenuator designed to protect workers and equipment at roadside work sites. The attenuator unit must measure a minimum of 12 feet 9 inches long, 95 inches wide, and 25 inches high in user mode, with a maximum cantilevered weight of 2,450 pounds. The system comprises structural steel backup, mounting brackets, aluminum frame assemblies, a hydraulic cylinder, and a 12-volt power assembly. Key structural components include two 4-inch diameter rolled and curved aluminum tubes with 0.30-inch wall thickness that serve as redirective side members to prevent underride. The unit must feature a dual hydraulic system enabling both powered up and down operations with two 90-degree folds and modular, replaceable cartridge sections designed to collapse progressively based on impact severity.
The specification requires the attenuator to achieve MASH (Manual for Assessing Safety Hardware) certification and pass all mandatory testing criteria. The replaceable cartridge modules must withstand varying impact levels: 5 mph nuisance hits without damage, 20 mph impacts for 3,000-pound vehicles, 51 mph impacts for 3,000-pound vehicles, and 62.5 mph impacts for heavy 4,400-pound vehicles when combined with the strut section. All impact cartridges must be sealed against moisture with aluminum honeycomb interior material; materials that deteriorate when exposed to water are prohibited. Standard accessories include four 6-inch caster jacks, rear taillights, ICC identification lights, and rear reflective V-pattern Type 3 sheeting. An optional vertical lift assembly capable of 4 feet of vertical lift for standard arrow boards is available, with automatic sequencing to lower the arrow board before raising the TMA into travel mode. UDOT requires TrafFix Scorpion brand equipment specifically for fleet uniformity and current spare parts inventory compatibility, and bidders must provide documentation demonstrating full compliance with all stated specifications and requirements.

SPECIFICATION
TRUCK MOUNTED ATTENUATOR (TL-3)
(A) Description – The truck mounted attenuator shall be a modular design and consist of the following major components; structural steel backup, mounting brackets, two aluminum frame assemblies, hydraulic cylinder, and 12-volt power assembly.
(B) Dimensions and Weights – The outline dimensions of the crushable attenuator portion in the user mode is to be a minimum of 12’ 9” long, 95” wide and 25” high. The cantilevered attenuator portion shall weigh a maximum of 2,450 lbs. In the up travel position, the maximum horizontal length of the attenutor is not to exceed 54” from the mounting plates on the truck to the rear of the cartridge. The maximum height should not exceed 10’ 8” from the ground.
(C) Structural Steel backup - The structural steel truck mounting backup; the truck support hardware and all hydraulic components shall be identical for the TL-2 and TL-3 models. Upgrading from the TL-2 to the TL-3 attenuator shall be accomplished by adding the strut attenuator to the cartridge attenuator system without changing the backup, support structure, or hydraulics. An 11” extension frame with (4) 1” x 7” quick disconnect pins is standard on dump truck applications for fast and easy disconnection of the attenuator from the truck.
(D) Performance Requirements – It is required the attenuator be tested, certified and pass all mandatory MASH testing criteria.
(E) The cartridge and strut sections of the attenuator shall be constructed with two structurally redirective side members. The side members are to be made from two 4 ½” diameter rolled and curved aluminum tubes having a 0.30” wall thickness. The redirective structural aluminum tube members shall protect the full truck width. Unit may not drop down and underride truck at impact.
(F) Hydraulic System – The attenuator shall have a dual hydraulic system that hydraulically powers the unit up and hydraulically powers the unit down. The unit shall have two 90 degree folds with the strut section vertical to the ground and the cartridge section horizontal to the ground. The attenuator shall be powered onto one center support post (flatbed truck) or two side support posts (dump truck) to prevent the unit from swaying and bouncing.
(G) Replacement Cartridges - The cartridge and strut attenuator sections shall be constructed with collapsing modular components, which can be replaced in successive stages depending on the accident severity. The first cartridge attenuator module shall be capable of withstanding a 5 mph nuisance hit without sustaining any structural damage. The second cartridge attenuator module shall provide a 20 mph or 32 kph cushion for 3000 lb. vehicles. The third cartridge attenuator module shall provide a 51 mph or 81 kph cushion for 3000 lb. vehicles. The fourth strut attenuator module working with the cartridge module shall provide a 62.5 mph or 100 kph cushion for heavy 4400 lb. vehicles. The impact cartridges are to be sealed to prevent the entrance of moisture, and the material utilized for the interior of cartridge is to be aluminum honeycomb. Any material used in the construction of the interior cartridges that deteriorates when exposed to water will not be considered.
(H) Accessories - Unit to be complete with (qty. 4) 6” caster jacks, rear taillights, ICC identification lights and rear reflective V pattern type 3 sheeting.
(H) Optional Arrow Board Vertical Lift - The vertical lift assembly shall provide 4’ of vertical lift capacity, for a standard 4’ x 8’ arrow board. The hydraulic lift mechanism shall be automatically sequenced to lower the arrow board prior to lifting the TMA into the travel mode and raise the arrow board after the TMA has been lowered into the use mode. The vertical lift will mount utilizing the same truck support structure and quick disconnect pins used by the standard TMA. The vertical lift assembly shall not attach to the dump body. The vertical lift can be utilized on flat bed and/or dump truck applications. The vertical lift assembly and TMA can be quickly disconnected from the truck support structure.
