About this opportunity
The Maryland Department of the Environment is requesting bids for Trimble GPS and laser range finder equipment, software, and support services, with bids due February 25, 2026 at 2:00 PM Eastern Time. Bidders must be authorized Trimble Geospatial Partners — this is a sole-source equipment specification for a FEMA-funded watershed study and flood risk assessment.
The scope comprises two complete units of surveying equipment, each consisting of a Trimble R580 GNSS receiver with Centerpoint RTK and Network RTK capability, dual battery chargers, Laser Tech TruPulse 360i laser range finders, pole-mounting hardware (SECO bipods and pole clamps), two-meter carbon fiber rover rods, protective cases including two Pelican 1450 cases with foam (yellow, part number 1450-000-240), and phone holder mounts. The procurement also includes two yearly subscriptions to Trimble Terra Office Standard software extending through May 13, 2027, with an optional one-year extension available through May 13, 2028. Support services consist of 40 hours of on-call technical support via phone or virtual meetings, with escalation to on-site assistance within five workdays if issues remain unresolved after two virtual meetings, plus on-site training to be completed within two weeks of equipment delivery. All equipment must be delivered within 20 days of the Notice to Proceed. Optional line items include a one-year software license extension, additional training services, and extended warranty coverage through May 13, 2028. Addendum dated February 11, 2026 clarifies that bidders must quote pricing for two Pelican cases as originally specified, though vendors may determine their own approach to any manufacturer minimum-purchase constraints.
The contract is fixed-price, single-award, evaluated solely on lowest responsive bid submitted by a responsible bidder. Bidders must maintain commercial general liability insurance of $1 million combined single limit and cyber security insurance of $5 million per occurrence. Questions are due February 18, 2026 at 2:00 PM Eastern Time. No pre-bid conference or site visit is scheduled. The contract is federally funded through FEMA's Flood Mitigation Assistance Grant Program (CFDA 97.029). No MBE or VSBE subcontracting goals apply.
