About this opportunity

The State of Nevada Department of Tourism & Cultural Affairs/Division of Tourism (Travel Nevada) is procuring Agency of Record services through a Request for Proposals (RFP) for integrated marketing and public relations support. Vendors may respond as a single agency or as multiple specialized agencies, with services encompassing creative development, media planning and buying, digital marketing, social media management, and public relations support. The contract deliverables include strategic planning, brand stewardship, creative development, media strategy and planning, account management, and reporting and analytics across six primary websites: TravelNevada.com, TravelNevada.biz, RuralRoundUp.com, BattleBornInsiders.com, NVGovCon.com, and TourismMeansMore.com. Evaluation criteria include demonstrated competence and industry experience (25%), demonstrated success of integrated marketing projects (25%), ability to work collaboratively with multi-vendor accounts (15%), conformance with RFP terms (10%), key personnel expertise and availability (10%), cost and compensation structure (15%), and presentation factors comprising an additional 100 points across seven criteria. The deadline for proposal submissions is March 18, 2026, at 1:00 PM Pacific Time, with a deadline for questions by February 27, 2026, vendor presentations estimated for April 2-3, 2026, Notice of Award anticipated for May 1, 2026, Board of Examiners approval on June 9, 2026, and contract commencement on July 1, 2026.

The contract term is four years, expiring June 30, 2030, with compensation structured on a retainer-plus-cost model requiring direct media buy costs to maintain a minimum of 70% of the total approved annual budget while agency fees including paid media commissions shall not exceed 30% of the total approved annual budget. The State of Nevada offers a 5% preference to Nevada-based businesses pursuant to NRS 333.3351 to 333.3356 and applies an inverse preference to vendors from states with in-state preferences not afforded to Nevada. Prospective vendors must be registered with sam.gov and hold a current Nevada business license, and all out-of-state corporations must register with the Nevada Secretary of State as foreign corporations before contract execution. The procurement requires vendors to manage twenty-one subscription services and platforms including hosting providers, content delivery and security systems, analytics tools, customer relationship management platforms, and marketing tools, all of which must be integrated into existing Travel Nevada digital infrastructure. Insurance requirements include Commercial General Liability of $2,000,000 aggregate and $1,000,000 per occurrence, Technology E&O/Professional Liability of $1,000,000 per claim and $2,000,000 annual aggregate, and Network Security and Privacy Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate for contracts under $5 million. Specific contract values or budget amounts are not disclosed in the RFP materials provided, though the cost schedule template indicates a four-year fiscal period from July 1, 2026 through June 30, 2030 with budget allocation tracking across FY27 through FY30.
