About this opportunity

The School Board of Volusia County, Florida, has issued Invitation to Bid (ITB-2025-3092) for a comprehensive trailer procurement and maintenance contract. The solicitation seeks qualified contractors to provide various trailer types, including dump trailers, enclosed cargo trailers, equipment trailers, and heavy-duty low-profile beavertail deckover trailers with hydraulic functionality. The initial contract term will span three years, commencing July 30, 2025, with options for two additional one-year renewals. Bidders must electronically submit proposals through VendorLink.com by June 23, 2025, at 2:00 PM EDT, with a total district enrollment of approximately 62,800 K-12 students and 7,500 employees. Evaluation criteria will include vendor expertise in trailer manufacturing, comprehensive references, compliance with state and federal requirements, pricing structure, and ability to meet detailed trailer specifications. Pricing will remain firm for the initial contract period, with potential Consumer Price Index-based adjustments during renewal periods, not to exceed 4% without specific authorization.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must demonstrate compliance with background screening requirements, maintain a drug-free workplace certification, and adhere to public entity crime statutes. While specific budget ranges are not disclosed, the solicitation suggests a comprehensive procurement strategy focused on establishing a long-term partnership with a flexible trailer supplier. Bidders are required to provide detailed documentation including DOT regulation compliance, warranty information, and extensive technical capabilities across multiple trailer configurations. The contract will require vendors to offer custom support services, including technical support, diagnostic visits, setup/orientation, and preventative maintenance. Pricing submissions must include unit costs, estimated delivery times, warranty periods, volume discounts, repair and replacement part pricing, and potential extended warranty options. The School Board seeks a vendor capable of providing a holistic trailer procurement and maintenance solution that can adapt to the district's evolving operational needs.
