About this opportunity

The City of Phoenix Finance Central Procurement Division is seeking sealed offers for Traffic Signal Controller Cabinets through Invitation for Bid IFB-26-0038, with the intent to establish a five-year contract commencing on or about March 1, 2025. The procurement specifically targets two types of traffic signal control cabinets: NEMA TS2 Type 1 Traffic Control Cabinets and Advanced Transportation Controller (ATC) Cabinets, with an anticipated annual purchase of approximately 100 cabinets. Vendors must provide cabinets that comply with NEMA TS2, ATC 5301, and other industry regulations, including comprehensive technical documentation such as product brochures and operating manuals. Key procurement dates include a pre-offer conference on October 17, 2025, written inquiries due by October 24, 2025, and proposal submissions due by November 7, 2025, at 2:00 pm. Evaluation will likely focus on technical compliance, pricing structure, warranty coverage, and the ability to meet detailed specifications for cabinet components including ventilation fans, power panels, breakers, and relays.

While specific set-aside designations are not explicitly detailed in the provided documents, the City of Phoenix procurement process typically encourages participation from diverse vendors, potentially including disadvantaged business enterprises. The contract includes provisions for warranty coverage spanning five years, with pricing to remain firm for the first two years and potential annual adjustments thereafter. Pricing will be structured on a per-unit basis, with vendors required to provide comprehensive line-item pricing for both cabinet types and associated equipment. The City reserves the right to adjust quantities, add or delete items, and requires all vendors to be registered in the City's Procurement Portal. Though precise budget ranges are not specified, the annual procurement of 100 cabinets suggests a significant contract value. Vendors must also be prepared to provide non-warranty repair services, with hourly labor rates to be specified in their bids. Technical support for the procurement process will be available through the OpenGov e-Procurement Portal, with assistance accessible via an on-site support bubble or by emailing procurement-support@opengov.com.
