About this opportunity

Pinellas County, Florida, through its Traffic Engineering Division, is issuing Invitation to Quote (ITQ) #26-0373-ITQ to establish an ongoing contract for the procurement of Traffic LED Sign Modules and Power Supply components used in overhead lighted signage. The solicitation was released on March 12, 2026, with a submission deadline of March 24, 2026, at 3:30 p.m. through the OpenGov procurement website. Vendors are required to provide 150 bags of LED sign modules (packaged at 60 modules of 39.55 feet per bag) and 300 power supply driver units that meet specific technical specifications, including high efficiency, cool white color temperature of 5500-6500K, 95-100 lumens with 12VDC constant output, and compatibility with Power Driver Model MJ-12100 or equal products. The power supply units must be outdoor LED power drivers with single channel output, UL Class 2 compliance, and 100-watt rated output, compatible with LED Module JE-004W-21 or equal alternatives. Interested vendors may request site visits by contacting Andrew Tingling at (727) 464-8209 in advance, though scope of work discussions are not permitted during site visits. The contract term is 36 months from the date of award with an option to extend for an additional 24 months if all prices, terms, and conditions remain the same and approval is granted by the County Administrator or Division Director of Purchasing. Unit prices must remain firm for the contract duration, with vendors permitted to request price adjustments using the U.S. Bureau of Labor Statistics Consumer Price Index (CPI) or Producer Price Index (PPI) no earlier than 12 months after award and annually thereafter, not to exceed the relevant index change.

Pinellas County Certified Small Business Enterprises (SBEs) receive preference on this ITQ solicitation when submitting as the lowest responsive, responsible quoter, with SBEs submitting within the first five business days of solicitation release receiving priority status and those submitting after this period receiving a 5 percent price preference above open market pricing. All contractors must comply with Florida Statute 607.1501 corporate registration requirements and provide proof of registration with the Florida Division of Corporations prior to award. Delivery terms require FOB Pinellas County with all transportation charges prepaid, and vendors must specify their delivery timeframe in days after receipt of order. The pricing proposal includes an unspecified funds line item not to exceed 10 percent of the total contract value. The County reserves the right to accept and award items individually, by group, or in aggregate, and all submissions are subject to public records review after 30 days from opening or earlier if an intended decision is reached before that period expires. A pre-commencement meeting will be held upon contract award to review specific contract details and deliverables.
