About this file
This is a Non-Competitive Oversight Committee Justification Form submitted by Pinellas County, Florida's Traffic Engineering Division in support of an Invitation to Quote for Traffic LED Sign Modules and Power Supply components used in overhead lighted signage. The solicitation was released on March 12, 2026, with submissions due by March 24, 2026, at 3:30 p.m. through the OpenGov procurement website. The County seeks to procure 150 bags of LED sign modules (60 modules per bag at 39.55 feet per bag) and 300 power supply driver units meeting specific technical requirements including 5500-6500K cool white color temperature, 95-100 lumens output, and compatibility with Power Driver Model MJ-12100 or equal products. Site visits may be requested by contacting Andrew Tingling at (727) 464-8209 prior to submission. The contract term is 36 months from award with an option to extend for an additional 24 months if prices, terms, and conditions remain unchanged and are approved by the County Administrator or Division Director of Purchasing.
Unit prices must remain firm throughout the contract duration, with vendors permitted to request price adjustments using the U.S. Bureau of Labor Statistics Consumer Price Index or Producer Price Index no earlier than 12 months after award and annually thereafter, not exceeding the relevant index change. Pinellas County Certified Small Business Enterprises receive preference when submitting as the lowest responsive, responsible quoter, with those submitting within the first five business days receiving priority status and those submitting after receiving a 5 percent price preference. All contractors must comply with Florida Statute 607.1501 corporate registration requirements. Delivery terms require FOB Pinellas County with all transportation charges prepaid, and vendors must specify delivery timeframe in days after receipt of order. The pricing proposal includes an unspecified funds line item not to exceed 10 percent of total contract value. The County reserves the right to accept and award items individually, by group, or in aggregate, with all submissions subject to public records review after 30 days from opening or earlier if an intended decision is reached. A pre-commencement meeting will be held upon contract award to review specific details and deliverables.
