About this opportunity

Seminole County, Florida's Department of Public Works, Traffic Engineering Division is issuing an Invitation for Bid (IFB-5216-26/AES) to solicit qualified firms for Traffic Data Collection Services on an as-needed basis throughout the contract term. The procurement encompasses traffic volume data collection at approximately 500 annual count locations during January through March, including automatic traffic counts for speed, classification, and volume; manual turning movement counts at intersections in 1-hour, 2-hour, 4-hour, and 8-hour intervals; intersection delay studies; speed radar gun data collection; and comprehensive data analysis and summary work. All services must comply with the Institute of Transportation Engineers Manual of Traffic Engineering Studies and the Florida Department of Transportation Methodology for Taking Traffic Data standards. Deliverables include four hard copies of annual report summary spreadsheets with count totals and detailed data elements, plus actual summary data on disk in PDF and Excel formats as specified. Key qualifications include full licensing and certification in Florida, compliance with workers' compensation requirements, E-Verify registration and verification of all employees and subcontractors, execution of Foreign Country of Concern and Anti-Human Trafficking affidavits, and maintenance of comprehensive insurance coverage including workers' compensation with $1,000,000 employers' liability per accident, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Professional Liability of $1,000,000 per occurrence/$2,000,000 aggregate. Electronic bids are due May 27, 2026, at 2:00 p.m. via the County's e-Procurement Portal, with questions required by May 15, 2026, and public bid opening via Microsoft Teams. The contract will be awarded to the lowest responsible bidder and will have an initial term of three years with options for two successive one-year renewal periods and an additional one-year extension by mutual agreement.

No set-aside designations for disadvantaged enterprises or restrictions limiting competition to specific organization types are identified in the solicitation documents. The solicitation contains no incumbent vendor or current contractor information, though the County's 2025 Annual Counts Report and sample roadway count summaries prepared by Luke Transportation Engineering Consultants, Inc. demonstrate baseline traffic data collection methodologies and formats that selected contractors must integrate with and maintain consistency with existing County traffic engineering records and databases. Bidders must submit unit pricing for all line items including annual segment counts, standard 24-hour/48-hour/7-day directional volume counts, classification counts, speed data, turning movement counts, video-only documentation, and data analysis services per hour, with all costs inclusive of direct and indirect expenses, materials, labor, equipment, transportation, mileage, lodging, per diem, tolls, rental vehicles, office supplies, computers, software, safety equipment, and incidentals. No separate payment will be made for permits, licenses, or fees, which remain the bidder's responsibility. The contract includes provisions for price redetermination based on indexed changes in wages, fuel, and materials using Employment Cost Index and Producer Price Index data, and the County makes no minimum or maximum purchase guarantees, reserving the right to reject all bids, make multiple awards, or cancel the project.
