About this file

This is a Scope of Services document for the Seminole County Department of Public Works, Traffic Engineering Division in Florida, which is soliciting qualified firms to provide traffic data collection services on an as-needed basis for the duration of the agreement. The primary services include setting up and retrieving traffic counters, summarizing data in required formats, extracting peak hour data, conducting quality assurance reviews, and delivering final products in specified formats. The project encompasses approximately 500 annual segment count locations throughout Seminole County and the State classified road system, with all data collection required during January through March. Additional services include automatic traffic counts (speed, classification, volume), turning movement counts at intersections (1-hour, 2-hour, 4-hour, and 8-hour durations), intersection delay studies, and speed radar gun data collection. Data collection shall not begin before 1200 hours on Mondays and must terminate before 1200 on Fridays, and shall not occur on holidays or school vacation days. All work must comply with the Institute of Transportation Engineers Manual of Traffic Engineering Studies and the F.D.O.T. Methodology for Taking Traffic Data standards.

Deliverables include four hard copies of the annual report summary spreadsheet with count totals and detailed data elements, plus the actual summary data spreadsheet on disk, with all data presented in PDF and Excel formats as specified in the exhibits. The contractor must identify a project manager for the duration of the contract with provided telephone and FAX contact information, along with a secondary person knowledgeable of all project requirements. The quantity of counts is subject to change based on roadway construction and additions or subtractions as deemed necessary by the Seminole County Traffic Engineer. A quality assurance review process requires comparison of collected data to historical count data, with count locations varying significantly from historical data subject to being reset without additional compensation; however, recounts required due to construction, road closures, or other county-directed activities will result in additional compensation. The contractor must submit a fee schedule for turning movement count tasks and provide man-hour estimates for data analysis and summary work prior to task commencement.

ANNUAL SEGMENT COUNTS

1. Scope of Work

The data collected at each segment count location shall be directional and broken down into hourly and fifteen-minute totals. A single page printout in .pdf format shall be provided with 24-hour directional totals and 24-hour total volume reflected on a single page as shown on “Exhibit C.”

Data shall also be compiled in an Excel spreadsheet with Station ID, Segment Limits, Count Location, previous and current year AADT, K Factor, D Factor, Peak Period Start

Time, Peak Hour Volume, Peak Direction Volume, Peak Direction, Opposite Direction

Volume, Through Lanes and Posted Speed Limit as shown on “Exhibit D.”

2. Project Locations

Traffic data collection to be performed at various locations throughout Seminole County and the State classified road system. Specific count locations are identified by locations as noted on “Exhibit D.” A summary listing all annual count locations is enclosed with this scope of services.

3. Project Schedule

Typical data collection shall not begin before 1200 hours on Mondays and must terminate before 1200 on Fridays unless otherwise noted. Data shall not be collected on holidays of school vacation days. All data collected shall comply with standards as set forth by the Institute of Transportation Engineers “Manual of Traffic Engineering

Studies” and the F.D.O.T. “Methodology for Taking Traffic Data “report dated 1993.

4. Quantities

The annual segment counts total approximately 500 count locations and all data must be collected during the months of January through March. The total quantity is subject to change pending roadway construction and additions/subtractions as deemed necessary by the Seminole County Traffic Engineer.

5. Traffic Study Data

In addition to the annual segment counts, Seminole County will require various automatic traffic counts (speed, classification, volume, etc.), turning movement counts

(TMC’s), intersection delay studies and speed radar gun data collection. For these services, Seminole County will issue a work order specifying quantities, locations and required schedules. The cost of these services shall comply with the price proposal as specified in this contract.

A. Manual Turning Movement Counts

1 hour, 2-hour, 4 hours, and 8-hour intersection turning movements counts to be performed in accordance with the most current County and F.D.O.T.

specifications. The turning movement counts shall be summarized in 15-minute periods and hourly totals for each lane group. The submitted data shall include but not limited to an intersection diagram, north arrow, vehicle/pedestrian/large truck volumes, weather conditions, etc. A fee schedule shall be submitted for the turning movement tasks as listed here to be used for the duration of this contract.

B. Automatic Traffic Data

Volume, classification, speed, and travel time and delay studies will be required on an as needed basis. The product of these tasks shall be summarized in the same format as the Segment Counts as noted in Section A (1) of this scope of services. Types of data to be collected shall include the following items:

1. Annual 24-hour directional volume counts

2. Annual 48-hour directional volume counts

3. 24-hour directional volume counts

4. 48-hour directional volume counts

5. 7-day, 24-hour directional volume counts

6. 24-hour directional classification counts

7. 48-hour directional classification counts

This data could include automatically collected data from any of our County systems, including our probe data systems (Urban SDK or ClearGuide), Bluetooth travel time system, signal performance metric (SPM) system or central signal system software (ATMS.

Now). The proposer will provide one man hour estimate for the data analyzer’s time. Prior to any work being done by this method, the County will ask for a total time estimate for the requested task. The total time will include the man hours necessary for data analysis and summary, as well as the preparation of any reports or summary files (spreadsheets, database files, web pages, etc.).
