About this opportunity

The Town of Marlborough, Connecticut is requesting sealed bids for a Town Wide Pavement Assessment Study to update its 2020 Pavement Assessment Report, with bids due October 27, 2026 at 10:00 AM at the Town Clerk's Office. This is a lump-sum, open solicitation with no set-asides or preferences stated.

The scope requires a comprehensive pavement condition study evaluating the structural and functional condition of the town's road network across 62.6 miles of town-maintained roadways. The consultant must perform detailed visual surveys documenting pavement distress types and severity levels, establish baseline conditions using methodologies consistent with the prior 2020 assessment, and deliver a prioritized list of roads requiring maintenance, rehabilitation, or reconstruction. The study will inform the town's long-term capital improvement planning. Deliverables are on FOB Destination basis. The Town is exempt from sales and use taxes on materials and equipment permanently incorporated into the work; bidders must exclude these taxes from pricing.

No estimated contract value is published. The vendor must submit a Performance Bond equal to one hundred percent of the contract price and provide certificates of insurance and valid insurance policies prior to work commencement. Payment terms are to be specified by the vendor. Bids may not be withdrawn for sixty days following opening, excluding weekends and legal holidays.

A pre-bid meeting is scheduled for October 13, 2026 at 3:00 PM at Town Hall, 26 North Main Street, Marlborough, Connecticut; attendance is optional. The vendor question-and-answer period runs through October 14, 2026 at 3:00 PM EDT. All contractors and subcontractors must comply with the Governor's Executive Orders 3 and 17 on affirmative action and equal employment opportunity. The Town encourages Minority and Women Business Enterprises to apply and reserves the right to waive technical defects, reject any or all bids, and select the bid deemed in its best interest. Contact Peter Hughes, Town Planner, at (860) 295-6202 or planner@marlboroughct.net.
