About this file

This is a Scope of Work document for the Town Wide Pavement Assessment Study in Connecticut, which updates the 2020 Pavement Assessment Report. The project requires a comprehensive pavement condition study that evaluates the structural and functional condition of the town's road network. The consultant must assess pavement distress, collect data on all public roadways, and provide recommendations for maintenance, rehabilitation, or reconstruction priorities. The scope includes performing a detailed visual survey of pavement conditions, documenting distress types and severity levels, and generating a prioritized list of roads requiring intervention. The study will establish baseline conditions and inform the town's long-term capital improvement planning and budgeting decisions for road maintenance and rehabilitation efforts.

The document outlines technical requirements for data collection methodologies, analysis standards, and deliverable formats but does not specify contract pricing, award amounts, incumbent information, or detailed financial terms within this particular file. The study appears to be driven by the town's need to update its pavement management strategy based on current road conditions and will serve as a planning tool for future infrastructure investment decisions.

Text version

The Town of Marlborough invites written proposals from qualified firms to provide an update to the pavement condition and management assessment that was conducted in 2020. The Town plans to use the pavement condition findings to manage and track its ongoing roadway maintenance program.

Proposals should distinctly comment on the data collection methodology and procedures for developing a Town-wide numerical Pavement Condition Index (PCI), where each roadway segment will receive a distinct PCI rating. As well as the implementation of an analysis method to allow the Town to better manage its pavement preservation efforts, repair strategies, and capital planning. The Town of Marlborough maintains approximately 63 lane miles of streets, and contains a mixture of dense, highly developed streets and suburban/rural roads.

The proposal shall state how the implementation of following will be part of the evaluation process.

1. Defining Pavement Management Segments

2. Surface Distress Assessment Methodology

3. Visual PCI

4. Capital Costs Projections

Scope of Work Project Kick-off Meeting The consultant will meet with Town staff to review existing data provided by the Town, review database software options and integration with GIS software, review the street network layout, evaluation methods, previous maintenance program and practices, and prior data from the 2020 assessment.

The Consultant’s work shall include the following processes and components:

1. Perform a visual evaluation of all existing roadways.

2. Observe and quantify pavement distresses. Each segment shall include a Pavement Condition Index (PCI) on a street-by-street basis. The Consultant may use alternative survey methods, if prior approval is granted by the Town, including automated data collection techniques or artificial intelligence.

3. Summarize the results of the survey findings in a written report.

4. Provide recommended maintenance for streets based on their condition and provide rough cost estimates for recommended maintenance for each street in current US Dollars.

5. Present the survey findings to at two Town Staff meetings and one Board of Selectmen meeting.

6. Final report delivery 1/13/27 Deliverables Summarize the results of the survey findings in a written report, which includes summary tables listing the distresses, overall PCI, recommended treatment & cost for each street segment. Recommendations for treatment and resurfacing methods shall also be provided. Including but not limited to full depth reconstruction, mill & overlay, preservation with chip sealing and/or crack sealing, other treatments, or do nothing.

Report Provide an electronic draft copy be provided to the Town for review prior to finalizing the report. Once all the Town comments have been incorporated, three (3) final hard copies and one (1) final electronic copy shall be provided.

Pavement Treatment Map Showing the treatment recommendations per segment of streets.

Cost Projections In addition to the cost breakdown by street segment project the effect of three potential Town 5-year funding scenarios. The impact of these investments on the average PCI in Marlborough. The goal of this analysis is to explore the funding required to maintain or improve overall conditions.

GIS

The product from this task shall include a GIS-compatible shapefile or geodatabase with a pavement condition index (PCI).
