About this file
This is a Pavement Management Update report prepared by Vanasse Hangen Brustlin, Inc. (VHB) for the Town of Marlborough, Connecticut, dated February 2020. The report presents a comprehensive condition evaluation of 62.6 miles of town-maintained roadways based on visual inspections and previous inventories from 2005 and 2013. The assessment establishes a pavement management database using Geographic Information Systems (GIS) technology to benchmark current conditions, determine paving budget needs, and prioritize maintenance and rehabilitation efforts across the municipal road network.
The report identifies a total pavement backlog of $5,701,186 across five treatment categories: Do Nothing ($0 for 14.4 miles), Crack Seal ($123,270 for 16.3 miles), Preservation ($1,102,567 for 18.7 miles), Mill & Overlay ($3,128,263 for 8.6 miles), and Reclaim ($1,347,086 for 3.5 miles). The average Pavement Condition Index (PCI) for Marlborough's road network is 81, indicating generally fair condition. The report projects three potential five-year funding scenarios: $450,000 annually to maintain current PCI levels, $750,000 annually to improve PCI by 2 points, and $1,000,000 annually to improve PCI by 4 points. Detailed unit costs are provided for various treatments, ranging from $0.50 per square yard for crack sealing to $26.17 per square yard for mill and overlay with full-depth patching. The appendices include a comprehensive alphabetical listing of all 62 pavement segments with individual PCI ratings, recommended treatments, footage, area, and associated costs.

Introduction The Town of Marlborough retained Vanasse Hangen Brustlin, Inc.
(VHB) to perform a condition evaluation of all Town-maintained roadways.
Starting with inventories previously developed in 2005 and updated in 2013, VHB performed on-site visual inspections on 62.6 miles of Town-maintained roadway. A pavement management system creates a benchmark of current pavement conditions throughout the Town, to assist in determining paving budget needs, and prioritizing pavement maintenance and rehabilitation. The database is mapped using Geographic Information Systems (GIS) software to facilitate presentation and planning.
The following chapters present the findings of the roadway pavement study.
Pavement Management Pavement management is the process of planning the maintenance and repair of a network of roadways or other paved facilities in order to optimize pavement conditions over the entire network
To accomplish this, a community needs to have several repair techniques in its arsenal and the knowledge of when to apply each of these. This is where pavement management comes into play.
A key fundamental in pavement management is the value of preservation treatments, which are the application of low-cost preventive measures to a road in fair condition, before it deteriorates to a condition that requires a much more expensive rehabilitation, as presented by the following graphic.
Figure 1 Typical Pavement Deterioration Curve
The Pavement Inventory and Condition Evaluation Developing the pavement inventory includes the following three steps.
1. Defining Pavement Management Segments: Each road contains one or more pavement management sections. A pavement management section defines the limits of previous construction or maintenance activities within each road. Segments are defined by having the same width, typical distresses, one-way status, functional class, etc. The goal is to set up homogenous areas of pavement to aid in assigning the appropriate treatment.
2. Surface Distress Assessment: For each pavement management segment, the pavement surface was visually evaluated for the presence of 9 categories of pavement distress.
› potholes › block cracking
› alligator cracking › transverse or longitudinal cracking
› distortion › bleeding or polished aggregate
› rutting › surface wear or raveling
› corrugations, shoving, and slippage
3. Visual PCI: Observed pavement distress data correlates to a visual PCI for each pavement segment. A PCI of 100 indicates a road surface in perfect condition. A PCI of 0 would represent an impassible roadway.
Will cost $24 Here
Treatment Bands In summarizing the condition of the pavement network, it is useful to categorize recommended repairs into 5 main categories, as shown below:
Table 1 Treatment Band Descriptions
Treatment Band PCI Description
Do Nothing 93-100 Excellent condition – in need of no maintenance.
Crack seal 85-92 Good condition – may need crack sealing or minor localized repair.
Preservation 73-85 Fair condition – pavement surface may need surface sealing, full-depth patch and/or crack sealing.
Mill & Overlay 61-72 Deficient condition – pavement surface structure in need of added strength for existing traffic. Typical repairs are overlay with or without milling.
Reclaim 0-60 Poor condition – in need of base improvement.
Typical repairs are reclamation or full-depth reconstruction.
Existing Conditions The average Pavement Condition Index (PCI) for the Marlborough road network is an 81.
The following chart shows a detailed breakdown of the current overall pavement condition in Marlborough. The chart shows the distribution of miles in groups of 5 PCI point increments
Figure 2 PCI Distribution
Backlog of Work Using the Treatment Bands described in Chapter 2, the following table and figures summarize the backlog of pavement work in Marlborough. The backlog represents the total amount of work required to improve every road in Town with the recommended treatment.
Table 2 Summary of Miles and Dollars of Outstanding Work
Treatment Band Miles Dollar Backlog Do Nothing 14.4 $0 Crack Seal 16.3 $123,270 Preservation 18.7 $1,102,567 Mill & Overlay 8.6 $3,128,263 Reclaim 3.5 $1,347,086 Totals 61.5 $5,701,186
The following two figures represent the above information graphically.
Figure 3 Miles of Outstanding Work
Figure 4 Dollars of Outstanding Work
Figures 3 and 4 demonstrate that while only approximately 6% of the Town’s road miles require Reclaim, they account for 24% of the total cost of outstanding work. Reclaim is the most expensive category of road repair. Also noteworthy are the 57% of the Town’s miles that are in need of preservation or maintenance treatments. It makes logical fiscal sense to consider extending the lives of the large number of roads in need of these treatments before they deteriorate to a condition that would require more expensive repairs.
Budget Analysis Marlborough has a major investment in its 61.5 miles of Town maintained road network. It is easy to forget that roadways can be community’s single largest investment. Without considering signs, signals, curbing, or sidewalks, it would cost Marlborough over $22,000,000 in today’s dollars to replace the existing Town maintained roadway infrastructure. The final phase of the pavement management process that VHB undertook for this report was the examination of various annual spending levels.
Scenarios Explored VHB projected the effect of three potential 5-year funding scenarios. The impact of these investments on the average PCI in Marlborough are shown in the following figures. The goal of this analysis is to explore the funding required to maintain or improve overall conditions.
› $ 450,000 Annually - Maintain PCI › $ 750,000 Annually - Improve PCI 2 Points
› $ 1,000,000 Annually - Improve PCI 4 Points
Summary of Budget Results The following graph shows the effect of the funding levels analyzed for Marlborough‘s road network over the next five years.
