About this opportunity

West Valley City Police Department is issuing a Request for Proposals (RFP) seeking qualified towing service providers to deliver comprehensive non-preference towing, impound, and storage services for West Valley City, Utah. The procurement encompasses vehicle towing for accidents, parking violations, City code violations, abandoned vehicles, evidence tows, safekeep requests, recovery operations, and other City-related tows including RVs, trailers, and vessels, with an anticipated volume of approximately 5,000 police-generated tows annually. Selected providers must maintain 24/7 availability with a maximum 20-minute response time, keep a tow truck within a three-mile radius of West Valley City, and possess the capability to respond to multiple accidents and multi-vehicle incidents simultaneously. Required equipment includes boom trucks, roll-off trucks, large semi-sized trucks, light-duty four-wheel drive trucks, several light to medium-duty wreckers, and access to at least two heavy wreckers with 25-ton capacity. Providers must submit detailed fee schedules covering hourly rates for different tow truck classes, storage costs for both inside and outside locations, and response fees without towing. The RFP evaluation criteria weighted the provider's ability to meet Section IV requirements at 70%, qualifications and expertise of company and staff at 15%, reasonableness of fees at 10%, and references at 5%. Proposals must be submitted through Bonfire by 3:00 p.m. local prevailing time on June 4, 2026, with no public opening scheduled; results will be posted on the City Website.

The RFP does not specify set-aside designations or restrictions limiting participation to particular categories of organizations, disadvantaged enterprises, or minority-owned businesses. No incumbent vendors or current contractors are identified in the procurement documents. Providers must maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence with a $4,000,000 aggregate, Commercial Automobile Liability of $1,000,000 per person and $4,000,000 per accident, and Workers' Compensation with $1,000,000 employer's liability per accident, along with an MCS-90 endorsement for environmental restorations and West Valley City Police Department designation as certificate holder and additional insured. Additional requirements include current business licenses, a State Tax-approved storage area within West Valley City limits, secure vehicle storage capabilities, complete towing record maintenance, and 24/7 customer service access with vehicle redemption capabilities. The resulting contract(s) will be non-exclusive, with the City reserving the right to enter into agreements with multiple providers. No award value or budget range is specified in the available procurement documents.
