About this opportunity

The City of Wichita, Kansas, through its Finance Department Purchasing Division, is soliciting proposals under RFP #260270 for impound towing, storage, and auction services for the Wichita Police Department, with questions due November 18, 2026 at 5:00 p.m. and proposals due December 4, 2026 at 10:00 a.m. Proposers must be licensed wrecker services that maintain at least three wreckers, comply with K.S.A. 8-1103 and City Code Chapters 3.40 and 11.97.010, and hold Kansas Secretary of State registration. No set-aside or local-vendor preference is stated; Small & Emerging Business Enterprise (S/EBE) participation is scored as an evaluation criterion.

The contractor will tow, intake, store, and release up to 1,500 vehicles annually from locations throughout the City. Required services include 24/7 customer service, secure storage with continuous 24/7/365 camera recording and a minimum 30-day retention period, release with multiple payment methods, cooperation with WPD personnel, and response to police-dispatched towing calls within 30 minutes. Insurance requirements include $1 million per occurrence commercial general liability, $1 million comprehensive automobile liability, $1 million umbrella liability, $1 million garage keepers coverage, and statutory workers' compensation. The City must be named primary and non-contributory additional insured on all liability coverages.

Proposers must submit itemized pricing on Attachment B covering towing, storage, and administration fees, and the pricing sheet bars charges above submitted rates without written authorization from the Chief of Police or his designee or at the vehicle owner's request. The City receives $500 per vehicle sold at auction, and anticipated auction proceeds offset tow charges on unclaimed vehicles. Fixed administrative fees include a $50 WPD processing fee on first notices and a $50 verification and certification/auction fee on unrecovered vehicles after a ten-business-day wait.

Evaluation weights are ability to meet proposal terms (10%), project understanding and presentation (30%), technical qualifications and resources (30%), references and past performance (10%), cost (10%), and S/EBE participation (10%). The contract runs one year with four one-year renewal options under mutual agreement. An addendum is posted November 25, 2026. Evaluation runs December 2026 through May 2027, with City Council approval tentatively set for May 2027.
