About this opportunity
Hernando County, Florida is requesting bids on towing and roadside services for its Fleet Maintenance Department under ITB Solicitation #26-T01394, with sealed bids due September 28, 2026 at 10:00 a.m. This is an indefinite quantity contract with no guaranteed minimum or maximum purchase amount. A local preference of up to 5 percent applies to vendors with a permanent place of business in Hernando County for at least 12 months prior to bid submission.
The scope encompasses 24/7/365 towing and recovery services, including winching and recovery operations, local towing within Hernando County, and out-of-county towing as needed. Towing operators must hold appropriate licensure (Class E, Class A CDL, or Class B CDL) based on vehicle type and size. Equipment must include an articulator with a working capacity of 50-plus tons to handle heavy-duty vehicles such as fire trucks, vacuum trucks, and other heavy equipment in addition to standard light vehicles. Services must be delivered in a professional manner in strict compliance with applicable Federal, State, and Local laws and latest codes and standards.
The contract term is three years from the effective date, with the County holding unilateral renewal options for two additional one-year periods at the same prices, terms, and conditions. Either party may cancel with 90 days' written notice, though the vendor cannot cancel during the first 180 days. Pricing must be submitted on a firm fixed-price basis with no escalation during the contract period; vendors may request annual adjustments at renewal with supporting cost documentation. Bidders must stratify pricing across three service categories — hourly winching and recovery rates, hook-up rates, and mileage rates — each stratified by vehicle weight (0–9,999 pounds; 10,000–33,000 pounds; 33,001–60,000 pounds; 60,001–80,000 pounds). Vendors must respond to calls within 90 minutes of notification and provide itemized invoices. Required insurance includes workers' compensation ($1,000,000 limits), general liability ($1,000,000 per occurrence), and automobile liability ($1,000,000 combined single limit). Questions are due September 7, 2026 at 5:00 p.m. Award will be made to the lowest responsive and responsible bidder or multiple bidders, at the County's discretion.
