About this opportunity
The Florida Department of Transportation (FDOT) District Two is soliciting sealed replies from qualified towing and recovery vendors to establish non-exclusive, five-year contracts for Rapid Incident Scene Clearance (RISC) services across District Two's jurisdiction, which encompasses multiple counties including Clay, Duval, Nassau, Baker, Columbia, Suwannee, Madison, Hamilton, St. Johns, and Alachua. The solicitation encompasses emergency incident scene clearance and vehicle recovery operations on designated limited access highways and roadways, including segments of I-10, I-95, I-295, I-75, SR 23/First Coast Expressway, SR 9A, and J. Turner Butler Boulevard. Qualified vendors must respond to RISC activations within 15 minutes and arrive on scene with required equipment within 60 minutes in urban areas or 90 minutes in rural areas to qualify for mobilization incentive payments. Clearance incentive payments range from $5,500 to $2,500 based on response time after receiving Notice to Proceed, with a maximum combined payment of $6,500 per incident, though compensatory adjustments of $600 per incident may be assessed if clearance is not completed within three hours, with additional penalties of $600 per hour or $10 per minute thereafter. Vendors must maintain extensive equipment including two heavy-duty recovery wreckers (one 50-ton and one 35-ton minimum capacity), support vehicles, skid steer loaders, dumpsters, and subcontracted services for traffic control and debris disposal. Sealed replies are due April 14, 2026, at 2:00 p.m., with subsequent replies due on the second Tuesday of each month at 2:00 p.m., and a selection meeting scheduled for April 28, 2026, at 2:00 p.m. at FDOT District Two's Lake City headquarters, with all bid openings open to the public.
All vendors must be registered in MyFloridaMarketPlace, comply with E-Verify requirements, and obtain FDLE background investigations to be considered for award. Vendors must maintain general liability insurance with minimum limits of $300,000 per person and $300,000 per occurrence and comply with federal nondiscrimination statutes, including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and the Federal-Aid Highway Act of 1973. The contract is subject to a one percent MyFloridaMarketPlace transaction fee deducted from state payments. Contracts may be renewed for up to three additional years contingent on satisfactory performance and fund availability. While specific award values or budget ranges are not explicitly stated in the solicitation, compensation is structured through mobilization incentive payments, clearance incentive payments, and compensatory adjustments based on response and clearance performance metrics. No set-aside designations for disadvantaged enterprises are identified in the available documentation, and no incumbent vendors or current contractors are listed.
