About this opportunity

The Florida Department of Transportation District One is soliciting proposals via Invitation to Negotiate (ITN 27-1020-CB) for non-exclusive term contracts to provide Rapid Incident Scene Clearance (RISC) services on selected highway segments in Polk County, with sealed replies due September 22, 2026 at 2:00 PM and monthly thereafter on the second Tuesday of each month.

Vendors must respond to RISC activation requests within 15 minutes and arrive on scene with required equipment within 60 minutes in urban areas or 90 minutes in rural areas. Coverage areas include multiple segments of I-75, I-4, and I-275; vendors select desired service areas during proposal submission. Equipment requirements include two specified recovery wreckers (one 50-ton hydraulic wrecker and one 35-ton rotator or mobile crane), a support vehicle with traffic control equipment, a skid stew loader, dumpsters, and subcontracted services including MOT contractors, disposal companies, and vacuum/suction services. Vendors must maintain general liability insurance with minimum limits of $300,000 per person and $300,000 each occurrence for bodily injury, plus $150,000 for property damage.

The contract term is five years from execution, with renewal options available for up to three additional years contingent on satisfactory performance evaluations and fund availability. Mobilization incentive payments range from $500 to $1,000 based on arrival times; clearance incentive payments range from $2,500 to $5,500 based on how quickly all travel lanes reopen, with a maximum combined payment of $6,500 per incident. Compensatory adjustments of $600 per incident plus $10 per minute apply if clearance exceeds 180 minutes. Vendors bill vehicle owners and insurance providers directly for recovery and towing services; no compensation is sought from FDOT.

All vendors must be registered with MyFloridaMarketPlace, obtain E-Verify authorization, maintain current occupational licenses and CDL records, and submit proof of FDLE background investigations. Public openings occur at 2:30 PM on reply dates; evaluation meetings are scheduled for the fourth Tuesday of each month at 2:00 PM. No pre-reply conference will be held; all questions must be submitted in writing to the procurement agent.
