About this opportunity
The New Hampshire Department of Health and Human Services, Division for Behavioral Health, is issuing a Request for Grant Applications (RGA-2027-DBH-02-TOBAC) to procure community-based programs for the development and implementation of youth-led and youth-powered tobacco use prevention strategies targeting youth ages 10 to 20. The Department anticipates awarding up to four grant agreements, with an optional letter of intent deadline of March 16, 2026, a questions deadline of March 16, 2026 at 12:00 noon EST, publication of Department responses by March 30, 2026, and a final application deadline of April 10, 2026 at 12:00 noon EST. Selected applicants must implement programs that are youth-led and adult-mentored, focused on preventing tobacco initiation, enhancing protection for at-risk youth, increasing awareness of tobacco harms, promoting youth leadership skills, establishing community partnerships, creating focus groups to gather social and environmental data, and assisting youth in engaging with retailers regarding tobacco advertising and age verification requirements. Applicants must submit detailed technical responses addressing two mandatory questions—Need and Project Plan (worth 600 points) and Funding Request (worth 400 points)—with a minimum allowable score of 650 points out of 1,000 maximum points. Required submissions include a transmittal letter, vendor information form with three references, detailed budget sheets utilizing the provided Appendix D template, program staff lists, technical responses to Appendix E questionnaires, Title VI Civil Rights Act compliance documentation addressing language assistance services for limited English proficiency populations, and evidence of experience with evidence-based prevention program implementation, youth populations, and diverse community engagement. The grant agreements will be effective July 1, 2026 and end June 30, 2027, with payments made monthly on a cost reimbursement basis supported by invoices and receipts.
No set-aside designations or restrictions on organizational types responding to this procurement are specified in the available documentation. The solicitation does not identify any incumbent vendors, current contractors, or existing infrastructure requiring integration. The total available funding is approximately $46,676, distributed across up to four awards of approximately $11,669 each for the one-year period, sourced from the Governor's Commission on Addiction, Treatment, and Prevention general funds. Applicants must adhere to indirect cost limitations of no more than 15 percent of the total budget or the selected vendor's federal Negotiated Indirect Cost Rate Agreement, whichever is lower, with indirect costs prohibited on equipment purchases and limited on subrecipient contracts. All costs must be itemized with vendor names identified, and budget narratives must explain each line item's direct relationship to solicitation objectives. Selected applicants must meet all background check requirements, comply with information security and privacy standards, ensure culturally and linguistically appropriate services, and maintain detailed records throughout the grant period, with award contingent upon Governor and Executive Council approval and availability of funds.
