The City intends to award contracts to multiple firms to supplement internal staff capacity, and all offerors must be registered in both the City's Procurement Portal and procurePHX Self-Registration System prior to contract execution. The contract is subject to federal compliance requirements including Disadvantaged Business Enterprise (DBE) compliance under 49 C.F.R.
