About this file

This document is an Acceptance of Offer Form issued by the City of Phoenix, a municipal corporation in Arizona, for a contract resulting from a Request for Proposal for Title and Escrow Services. The City of Phoenix Finance Department, Central Procurement Division, issued the solicitation on March 24, 2026, with a non-mandatory pre-offer conference scheduled for April 1, 2026. Written inquiries were due by April 8, 2026, and sealed proposals were due by April 22, 2026 at 2:00 p.m. The resulting five-year contract is scheduled to commence on or about December 1, 2026, contingent upon City Council award and execution by the City Clerk's department. The contract involves comprehensive title and escrow services, including title reporting (Classes A, B, and C), escrow agency functions, title insurance policy issuance, and related transaction support to support municipal property acquisitions, conveyances, and dispositions.

Offerors must demonstrate a minimum of five years of professional experience in Arizona title and escrow services and possess current Title Agent, Escrow Agent, and Escrow Agent-in-Charge licenses from the Arizona Department of Insurance and Financial Institutions. Evaluation criteria consist of capacity (330 points), method of approach (250 points), qualifications and experience (220 points), and pricing (200 points), for a total of 1,000 points. Contractors must maintain professional liability insurance with limits of $1,000,000 per claim and $1,000,000 aggregate, as well as commercial general liability, workers' compensation, and automobile liability coverage. All prices must be submitted as firm and fixed for the initial two years, with annual price increases permitted thereafter upon written submission with 60 days' notice and supporting documentation. The City intends to award contracts to multiple firms to supplement internal staff capacity. No incumbent vendors or current contractors are identified in the solicitation materials, and the procurement materials do not specify an overall contract award value or budget range. All offerors must be registered in both the City's Procurement Portal and procurePHX Self-Registration System prior to contract execution and must comply with federal and state requirements including DBE compliance, debarment and suspension certification, lobbying certification, E-Verify verification, and various civil rights protections.
