About this opportunity
The State Preservation Board (SPB) of Texas is soliciting proposals through RFP 809-26-0006 for comprehensive exterior preservation services at the Texas Governor's Mansion and Carriage House. The project encompasses an extensive restoration effort including wood repair and preservation of deteriorated architectural elements such as cornices, columns, and trim; window repair and reglazing; removal and replacement of failing caulk and sealant joints; minor roof repair; masonry repointing; and exterior painting of wood, masonry, and metal surfaces. Respondents must have a minimum of five years of experience in wood preservation and restoration services and will be evaluated based on three key criteria: firm qualifications and experience (40 points), project team experience including general contractor and subcontractors (40 points), and cost proposal (20 points). Critical project dates include a site visit registration deadline of December 3, 2025, optional pre-proposal site visits scheduled between December 8-10, 2025, and a proposal submission deadline of December 19, 2025 at 2:00 p.m. CT. The SPB anticipates a nine to ten month project schedule from February 2026 to November 2026, with all project personnel required to pass criminal background checks due to the secured nature of the Governor's Mansion site.
The contract includes specific Historically Underutilized Businesses (HUB) Subcontracting Plan requirements, with a established HUB goal of 26.0 percent for "all other services contracts" category. Respondents must submit a $25,000 bid bond and maintain comprehensive insurance coverage, including workers' compensation, commercial general liability of $1,000,000 aggregate per project, and automobile liability of $500,000 combined single limit. The estimated project budget is $2,500,000, and the contract is contingent upon continued funding availability. Contractors must comply with various state requirements, including utilizing the E-Verify system, maintaining a drug-free workplace, and ensuring all employees are at least 17 years old and experienced in their respective trades. The award will be made to the respondent providing the best value to the State of Texas, with a passing score required on the Texas Comptroller's Vendor Performance Tracking System. Subcontractor changes will require written SPB approval, and performance and payment bonds are mandatory for contracts exceeding specific monetary thresholds.
