About this file
This is Addendum #2 to a Request for Proposals (RFP 809-26-0006) issued by the State Preservation Board of Texas on December 23, 2025, for exterior preservation services at the Texas Governor's Mansion and Carriage House. The addendum clarifies and revises several aspects of the original solicitation, including corrections to the Respondent Proposal Form (Attachment B) to add the required Proposed Project Plan and Schedule as Item 7, revisions to the Project Manual (Attachment A), and updates to Historically Underutilized Business (HUB) requirements based on new VetHUB emergency rules issued by the Texas Comptroller's Office. The addendum addresses 41 questions and answers regarding project scope, site conditions, equipment, bonding requirements, work procedures, and specifications. The original proposal submission deadline was December 19, 2025, at 2:00 p.m. CT, with optional pre-proposal site visits conducted between December 8-10, 2025, and the anticipated project start date is Spring 2026 with an estimated nine to ten month duration.
Key clarifications from the addendum include bonding requirements specifying that a Payment Bond is required for projects exceeding $25,000 and a Performance Bond for projects exceeding $100,000, with no bid or warranty bond required. Scaffolding is permitted for site access, and ground protection such as mulch, mats, or plywood is mandatory to prevent landscaping damage. Work scope is limited to the Mansion and Carriage House only, with no work on gates, fences, or landscape walls. The addendum confirms that most windows are historical, with lead-based paint expected primarily on the sleeping porch, and that the Owner will contract with a third-party hazardous materials firm to conduct air tests. Parking is available at the Visitors Parking Garage at 1201 San Jacinto, with limited spaces in adjacent lots, and one restroom is available in the Carriage House. The addendum clarifies that no liquidated damages are associated with the project, dustless blasting is not permitted on wood surfaces, and all wood elements painted white will receive a one to two mil topcoat. Respondents must disregard previous HUB goals and proceed according to new emergency rules with the HSP form provided with the solicitation.

Addendum Item 4 Questions and Answers
Please see revised Attachment A - Project Manual in Addendum folder that incorporates any applicable revisions generated by these answers.
1. Are you aware of any bonding, bid bond, performance and payment, or warranty bonding?
Answer: Per the UGC’s, the State requires a Payment Bond for any projects exceeding $25,000, a Performance Bond for any projects exceeding $100,000. No bid or warranty bond will be required.
2. Is scaffolding and/or boom lifts allowed?
Answer: Scaffolding will be allowed. Other allowable equipment will depend on site access limitations (most specifically, narrow gates, overhead clearances, and weight limits over utility trenches). All access systems will be subject to time-limited access to certain areas, to avoid intrusion on occupied interior spaces.
3. As far as appearance, is there a preference for the type of scaffolding to be used by the contractor?
Answer: Appearance for temporary access scaffolding will not be a concern.
4. Are there concerns about protection for the landscaping?
Answer: Ground protection will be required, such as mulch, mats or plywood. Damaged landscaping will require replacement in kind.
5. Will work be done on the structures near the Carriage House?
Answer: No, only the Mansion and Carriage House as indicated in the Project Manual.
6. What is roof access like? Can you provide photos?
Answer: There is ladder access from the back of the building, first to the porte cochere, then utilizing an existing bracket to lay a ladder to access the upper roof from the top of the porte cochere. There is an interior hatch, but its use should be minimal. Photos of the roof conditions can be found in the Available Project Information Specification Section 00 31 00 – 1.01 E.
7. What are the parking options while working on site?
Answer: There are a limited number of parking spots in the adjacent parking lot across Colorado, the Visitors Parking Garage at 1201 San Jacinto, or we are able to bag parking meters for parallel and back-in parking. Parking of larger vehicles and vehicles mounted with trailers can be discussed on Colorado as needed.
8. Are there restrooms on site? Can portable toilets be used?
Answer: There is one restroom in the Carriage House and there is a DPS restroom across the street from the Mansion in the EO Thompson Building. Portable toilets cannot be used.
9. Will any work be done on the gates, fences, doors, or walls?
Answer: Doors will be repainted. There will be no work on gates, fences, or landscape walls.
10. When installing and/or removing the window temps, will the contractor be responsible for the security dowels?
Answer: Magnets will be required in the temps to maintain sensor function.
11. Are interior window treatments remaining in place?
Answer: Yes. If any window treatments need to be moved the SPB Curatorial team or other third parties will remove as needed, with at least three days’ notice.
12. Is there an allowance for landscape remediation?
Answer: Contractor should provide an allowance to cover their expected levels of damage based on existing conditions and access types.
13. What is the expected start date of the project?
Answer: Spring 2026.
14. Is Colorado Street accessible to the contractor for staging?
Answer: Colorado Street may be accessible depending on mansion events, security levels, and DPS approval. Generally day use or limited overnight use is to be expected.
15. Have the wood hot spots been identified?
Answer: Yes, current conditions of the wood can be found in Attachment A: Project Manual. A complete survey of all surfaces, including touching to find hidden soft spots under paint, was conducted in 2023 and was the basis of the areas of work shown on design drawings. Particularly on the sleeping porch, there could be hidden structural rot behind surfaces. Two projects have already been completed to address a portion of these conditions as indicated in the construction drawings pages R1.0-R2.0, which gives an indication of the visible damage versus the total extents ultimately repaired. Note that expanded areas of hidden damage will be addressed on a case-by-case basis.
Expanded areas are primarily only expected at the sleeping porch.
16. Is the entire front porch being re-painted?
Answer: Refer to Specifications Section 09 99 00. As a change to the specifications, all wood elements painted white on the porch, as throughout the buildings, will have one thin topcoat of 1-2 mils applied to consolidated all appearances. The porch deck will not be painted.
17. What work will be done on the windows?
Answer: Please see Attachment A: Project Manual Specifications Section 08 01 52061 Wood Window Repairs for project details relating to the windows.
18. Are the windows historical?
Answer: Most of the windows are historical, having been removed in 2007 for reglazing before the 2008 fire. A number of the east façade windows were lost in the fire, and replicated There is a historic glass pane survey nothing which glass is historic. The carriage house windows are all new as of 2012.
19. In terms of noise levels, are sanders and/or grinders allowed?
Answer: Yes, however work with increased noise levels will have to be scheduled around regular work hours, occupant schedules, and/or Mansion events.
20. What type of paint will be used for the windows?
Answer: Please see the paint specs in Attachment A: Project Manual.
21. Why isn’t a Tnemec based product being used?
Answer: Paint specifications took into consideration preservation, base paint, and substrate, and Tnemec was not chosen. Substitutions may be proposed if desired as part of the bid process.
22. Will the Carriage House windows be removed?
Answer: No.
23. Is the trellis included in the project?
Answer: No.
24. What windows in the Carriage House will need the most work?
Answer: The west-facing windows facing Lavaca Street.
25. For security purposes, will DPS personnel be assigned to each project crew?
Answer: Yes, one in each work area. Staffing and work locations will need to be projected a week in advance to allow for scheduling of sufficient escorts.
26. Will the contractor be responsible for cleaning the masonry?
Answer: Yes, per specifications.
27. Can the window temps be plexiglass?
Answer: Yes. The temp inserts must be transparent, and have a frame that functions as water tight window replacement for the existing sash. They can be single light, do not consider application of muntins or historic appearance treatments. As a change to the original specification, do not consider any film application or lamination for the temporary inserts. Any treatment will be handled as a change after bid award.
28. Will the sleeping porch columns need to be painted?
Answer: Yes. All wood will be painted. Repaired wood is treated as specified whereas, as a change to the specifications, all wood will have at least a 1 mil topcoat.
29. Will all the roof work that will need to be done be around the perimeter?
Answer: Yes, within around a foot, except for repair and painting of wood entablatures that overhang the 2012 addition roof.
30. Given the recent emergency rule changes issued by the Texas Comptroller’s Office affecting the HUB program and vendor classifications, should offerors proceed with the standard HUB Subcontracting Plan for this solicitation, or will updated guidance or requirements be provided for this project?
Answer: Respondents are to proceed according to the new emergency rules and with the HSP form provided with the solicitation. Please disregard previous HUB goals as they are no longer applicable. For additional information, please see the VetHUB FAQs (https://comptroller.texas.gov/purchasing/vendor/hub/hub-faq.php) or email SPB.Bids@tspb.texas.gov.
31. Are there any liquidated damages associated with this project?
Answer: No, though costs for delayed performance will be considered in any change, if not related to any conditions outside the Contractor’s control.
32. Can you confirm the required warranty periods for this project?
Answer: See General and Supplementary Conditions Specifications section 00 70 00 Article 13.
As a clarification to the specifications:

Answer: The SPB manages street parking within the Capitol Complex, and can bag meters for parallel or back-in parking. “near” is a subjective term. Generally, contractors vehicles are not allowed to park on the streets immediately surrounding the mansion unless under escort. Any vehicles coming as close as the surrounding streets will require a scheduled K9 sweep.
34. It mentions a remote lot to be determined by Owner may be used for construction parking. Can you verify the address of this lot?
Answer: The visitors parking garage at 1201 San Jacinto, with limited overhead clearance, is the primary lot for parking, in addition to the five spaces available in Lot 14 across Colorado. Otherwise, parking will be metered street parking.
35. Is Lead-based paint currently existing on the building per section 01 35 10? Is abatement required to be performed by Contractor or Others?
Answer: While the re-used historic entablature pieces were stripped, and all columns, window wood, and brick was stripped of lead paint, the sleeping porch was not. It should be expected there could be traces of lead paint remaining anywhere on the building, but primarily the sleeping porch. The Owner will contract with a third party hazardous materials firm to conduct air tests of each unique type of work to ensure no airborne lead is generated.
36. Is there any asbestos abatement required on the project?
Answer: No.
37. Specifications state to remove mortar, repoint, and install mortar at failed or cracking masonry joints as indicated in the drawings. Please confirm that the only masonry work identified in the drawings is above window 116.

Answer: Roof membrane inspection is not part of this project, only replacing sealant around the perimeter.
39. Gutters are currently bent at some spots. Will any gutters be required to be replaced?
Answer: No.
40. Roof drip edge seems short causing water to run backwards into the wood trim.
Would the edge metal need to be redesigned to prevent this from happening in the near future?
Answer: No, just the sealant will be replaced.
41. Instead of sanding, is it allowed to remove paint with a dustless blast machine using a custom soft abrasive and light pressure? Mockup tests can be performed to confirm quality of results.
Answer: Dustless blasting uses water and should not be used on any wood surfaces.
