About this opportunity
The City of Austin is issuing an Invitation for Bid (IFB 6200 BYS1052) for the procurement of terminal block cabinets and bases for pole-mounted cabinet retrofits designed to remove underground splicing at intersections throughout the city. The cabinets must meet specific technical requirements including 16-gauge steel construction with dimensions of 28"H x 7.75"W x 5"D, angled tops to prevent water accumulation, two 2x12 position terminal blocks, and mounting bases compatible with poles of 8", 11", 13", or 15" diameters. Pricing submittal requires unit costs for four line items: 8-inch cabinets (40 units annually), 11-inch cabinets (60 units), 13-inch cabinets (80 units), and 15-inch cabinets (80 units), with all pricing all-inclusive of labor, tools, equipment, and delivery to 8900 Cameron Road, Austin, Texas 78754. The contract carries an initial term of 24 months with three optional 12-month extension periods, with fixed pricing for the first 12 months and subsequent adjustments based on the Producer Price Index for machinery and equipment. All equipment must be covered by the manufacturer's warranty for a minimum of 60 months from delivery, and delivery must be completed within 45 calendar days after purchase order issuance to the designated facility Monday through Friday from 8:00 a.m. to 2:00 p.m. Questions regarding the solicitation must be submitted by Tuesday, March 10, 2026 at 5:00 p.m. CT, with sealed bids due on Thursday, March 26, 2026 at 2:00 p.m. CT and bids to be opened at 3:00 p.m. CT the same day. Offerors must comply with extensive federal, state, and local requirements including certification of non-debarment status, conflict of interest disclosures, Texas Government Code provisions regarding Israel boycotts, ERCOT critical infrastructure protection, firearms entity non-discrimination, energy company boycott prohibitions, and wage theft adjudication status.
This procurement does not establish Minority-Owned and Women-Owned Business Enterprise (MBE-WBE) subcontracting goals; however, the City of Austin maintains optional Local Business Preference and Small Business Preference Programs that may provide bid discounts of 5% for bids up to $500,000 or 3% for bids between $500,000 and $50 million. To qualify for local business preference, offerors must demonstrate headquarters location within the Austin-Round Rock-San Marcos Metropolitan Statistical Area, encompassing Bastrop, Caldwell, Hays, Travis, and Williamson counties, while small business preference applicants must hold recognized certifications complying with U.S. Small Business Administration Size Standards. Contractors and all subcontractors must maintain specified insurance coverage including Worker's Compensation with Employer's Liability limits of $100,000 per accident and $500,000 by disease policy limit, Commercial General Liability with minimum limits of $500,000 per occurrence, and Business Automobile Liability with a combined single limit of $500,000 per occurrence, with all insurance written by companies authorized to do business in Texas with an A.M. Best rating of B+VII or better. The total contract value is $1,098,500 over five years, equating to approximately $217,700 annually, with the City reserving the right to award based on best value considering local and small business preferences. Key personnel designated by the City include Contract Administrator Chris Hornsby, Contract Manager Andre Colbert, Project Manager Brian Craig, and Department Warehouse Manager Cesar Magdaleno, and the contractor must obtain City approval prior to replacing any assigned key personnel.
