About this opportunity
Richardson Independent School District (RISD) is requesting proposals for temporary personnel services to support its Child Nutrition Department, with proposals due September 22, 2026 at 1:00 PM CDT. The district serves approximately 36,000 students across 50 campuses and will award a primary vendor and secondary vendor.
The scope requires recruiting, screening, hiring, and managing temporary cafeteria and food service personnel across district facilities in full compliance with Texas Department of Agriculture requirements, USDA Child Nutrition Programs, and all applicable federal and state regulations. Vendors must demonstrate at least three years of successful experience with medium to large-scale organizations, possess adequate staff capacity, maintain high customer satisfaction, and show familiarity with TDA Child Nutrition Program requirements. All selected vendors must ensure background checks, food handler certification, E-Verify participation, and civil rights compliance.
The initial contract term begins November 4, 2026 and continues through June 30, 2027 (seven months), with up to four one-year renewal options available contingent on vendor performance and TDA approval. The district does not guarantee a specific volume or dollar amount. Historical expenditures were $454,204.60 in fiscal year 2024-2025 and $212,366.00 in fiscal year 2025-2026. The current bill rate for cafeteria workers is $21.00 per hour. Pricing must remain firm throughout the initial seven-month period with no midterm adjustments.
Evaluation uses a 100-point rubric: cost (45 points), responsive and responsible bidder status (10 points), quality of services (5 points), extent to which services meet district needs (20 points), and reputation/references (10 points). Questions are due September 16, 2026. Board approval is anticipated October 15, 2026.
