About this opportunity
The Illinois Department of Corrections (IDOC) and the Illinois Department of Juvenile Justice (IDJJ) are seeking a qualified vendor through a joint Request for Proposal (RFP) to be responsible for the post-incarceration supervision and services of offenders until their end-of-sentence discharge. Key deliverables include implementing and integrating electronic monitoring and GPS systems, conducting case management and treatment services, and ensuring public safety through surveillance and monitoring of parolees. Vendors must meet detailed technical and operational requirements outlined in the RFP, and offers will be evaluated based on technical merit, commitment to diversity, and pricing, with a minimum of 600 out of 800 points required to be considered for award.
The RFP includes a 10% participation goal for businesses certified as a Business Enterprise Program (BEP) vendor, which are owned and controlled by people who are socially and economically disadvantaged. There is no Veteran Small Business (VSB) participation goal for this solicitation. Pricing will be evaluated separately, and the State reserves the right to negotiate pricing if it is not deemed fair and reasonable.
