About this file
This document is an amendment to the Request for Proposal (RFP) for the Parole Communications and Control Center project, a joint purchasing effort between the Illinois Department of Corrections (IDOC) and the Illinois Department of Juvenile Justice (IDJJ). The amendment responds to vendor questions, including extending the bid due date to October 28, 2021, at 10 AM. It also clarifies the estimated number of parolees seen per month via video conference, with approximately 75% seen 1x per month, 18% seen 1x per 60 days, and 7% seen 1x per 90 days. The amendment further clarifies the pricing table, specifying that the "Annual Estimated Number of Calls" column should be read as "Annual Estimated Number of Parolees per Day" for the purpose of calculating the flat fee rate per parolee per day of service.
Regarding pricing, the amendment states that for evaluation purposes, the annual estimated number of parolees per day of service is 7,600,000. Vendors are required to submit their technical proposals electronically, with pricing to be submitted separately in Bid Number B-23786. This is a joint purchasing effort between IDOC and IDJJ, seeking a qualified vendor to be responsible for the post-incarceration offender supervision and services until end-of-sentence discharge.

JP IDOC & IDJJ Parole Communications and Control Center RFP Bid #B-23785 Amendment #2 Response to Vendor’s Questions to Request For Proposal (RFP) Below is the response to the questions that IDOC has received regarding the above RFP:
1. Section A.6., Upon review of answer to vendor’s questions, will the agency please allow vendors to ask additional and/or follow-up questions, within three (3) days of posting?
Answer: The Agencies allowed questions no later than 10 calendar days before the bid due date so all Vendors can see the responses and have time to prepare their proposals.
1. Section A.7. on page 6, Will the agency please post the list of those who attending the non-mandatory pre-submission conference on or before posting of vendor questions?
Answer: The Pre-Submission Conference’s attendance sign in and audio recording on 9/28/2021 are posted and attached as Bid Amendment #1 in BidBuy Bid #B-23785.
1. Section A.8. on page 6, In order to properly evaluate the requirements and prepare responses following the posting of vendor questions, will the agency please consider extending the due date an additional two (2) weeks from the current due date or at least an additional two (2) weeks from the posting of vendor questions and answers?
Answer: The Bid Due Date is now extended to 10/28/2021 at 10 AM.
1. Section D.2.3.4.6 on page 27:
3. As this relates to costs and data storage, please advise how many video conferences will the agency require per parolee per month? This can be a not to exceed number as well, i.e. the vendor should price and provide up to X number of video conferences per month, per parolee.
Answer: Approximately 75% of parolees will be seen on video 1x per month, 18% 1x per 60 days, and 7% 1x per 90 days.
3. As this relates to costs and data storage, please confirm that video conferencing shall be no more 15 minutes in length per video conference.
Answer: That is correct – and many or most will be far fewer than 15 minutes.
1. Table E.1.2.1. (Table A)
4. In order to correctly calculate and evaluate pricing based on a “Flat Fee Rate Per Parolee Per Day of Service,” (i.e.) as indicated throughout the bid and in the pricing Table A, the second column with the heading “Annual Estimated Number of Calls,” should be changed to reflect the number of parolees and not calls. Will the agency please change this column to reflect “Estimated Number of Parolees per Day,” or something similar for correct calculation of services?
Answer: The column for “Annual Estimated Number of Calls” should be read as “Annual Estimated Number of Parolees per Day”
4. In addition to the above in order to have a correct multiplier for annual costs, the agency would need to add a column that instructs vendors to multiply by 365 days per year to determine total annual costs. For example, Estimated Daily Number of Parolees x Flat Fee rate Per Parolee Per Day of Service x 365 days = Total Costs. Will the agency consider making this or similar revision?
Answer: For pricing evaluation purposes, the 7,600,000 is the annual estimated number of parolees per day of service.
