About this opportunity
The City of Tampa's Wastewater Department is soliciting bids from authorized manufacturers or manufacturer's authorized distributors for the supply of technical grade phosphoric acid and liquid enzymes to three designated pump stations: University Pump Station, Sulphur Springs Pump Station, and Ybor Pump Station. The procurement requires delivery of approximately 50 drums of 55-gallon technical grade phosphoric acid (85.0-85.5% purity) and approximately 12 drums of 55-gallon liquid enzymes annually, with all deliveries to be completed within ten working days of order receipt on a per-drum basis, F.O.B. delivered to the specified City locations. Bidders must demonstrate manufacturer or authorized distributor status with substantial inventory actively maintained for phosphoric acid and must submit evidence of authorization at bid submission, along with certified analysis affidavits confirming product compliance with specifications at the time of container loading. The technical specifications require phosphoric acid with specific gravity of 1.686-1.692 at 25/15.5 degrees Celsius and strict contaminant limits including chloride (25 ppm maximum), iron (10 ppm maximum), and trace elements such as arsenic, chromium, and lead (each less than 1 ppm). Award will be made to the lowest responsive, responsible bidder, with pricing subject to escalation/de-escalation provisions after the first year limited to the previous year's Consumer Price Index for All Urban Consumers. The bid opening is scheduled for 3:00 PM on Wednesday, April 1, 2026, with electronic submissions required through the OpenGov eProcurement Portal at https://procurement.opengov.com/portal/cityoftampa, and questions must be submitted up to six business days prior to the opening. The initial award period is one year from the effective date of award, with options for mutual renewal for four additional one-year periods and unilateral extension options for up to three additional 30-day periods.
This traditional solicitation does not contain any set-aside designations or bid discounts for Small Local Business Enterprises (SLBEs), as confirmed by the Equal Business Opportunity determination letter dated January 27, 2026, which found that the procurement does not meet narrowly tailored requirement parameters for sheltered market designation. However, if bidders intend to utilize SLBE subcontractors or suppliers, they must submit Letters of Intent (DMI-40 forms) jointly signed by both the prime bidder and each SLBE firm within ten workdays following the notice of intent to award posting. Bidders must also comply with Florida's E-Verify law, maintain Commercial General Liability insurance of at least $1 million per occurrence, Automobile Liability insurance, and Worker's Compensation insurance, and must submit OSHA Safety Data Sheets within five days of award notice. All bidders must be registered to transact business in the State of Florida and provide proof of registration within ten days of notification. The estimated contract value is $50,000.00, with the City of Tampa and Government Purchasing Council members of Hillsborough County authorized to utilize any resulting award. The City reserves the right to reject any and all bids, award by line or aggregate total, utilize the next lowest bidder in case of default, and increase or decrease quantities without penalty.
