Technical Specifications for Technical Grade Phosphoric Acid

This is a technical specifications document prepared by the City of Tampa Wastewater Department for the procurement of technical grade phosphoric acid to supply three pump stations: University Pump Station, Sulphur Springs Pump Station, and Ybor Pump Station. The City seeks approximately 72 drums of 55-gallon technical grade phosphoric acid annually to meet operational needs. The liquid phosphoric acid must meet strict composition requirements, including an H₃PO₄ concentration of 85.0-85.5%, a specific gravity between 1.686-1.692 at 25/15.5 degrees Celsius, and maximum contaminant limits for chloride (25 ppm), iron (10 ppm), sulfate (250 ppm), and color (10 APHA units). The specifications also establish maximum thresholds for trace elements including arsenic, chromium, copper, lead, and vanadium, each limited to less than 1 ppm. Deliveries must be made within ten days of order receipt to designated City locations. The bid opening is scheduled for 3:00 PM on Wednesday, April 1, 2026, with electronic submissions required through the OpenGov eProcurement Portal. The initial contract award period is one year, with options for four additional one-year renewals and up to three additional 30-day extension periods.

Pricing shall be quoted on a per-drum basis, F.O.B. delivered to the specified City pump stations, with escalation and de-escalation provisions after the first year based on the Consumer Price Index for All Urban Consumers. Only manufacturers or authorized distributors of phosphoric acid are eligible to bid, and bidders must submit evidence of authorization along with certified analysis affidavits confirming product compliance at the time of container loading. The estimated contract value is $50,000.00. Award will be made to the lowest responsive, responsible bidder. Bidders must maintain Commercial General Liability insurance of at least $1 million per occurrence, comply with Florida's E-Verify law, be registered to transact business in Florida, and submit OSHA Safety Data Sheets within five days of award notice. The City of Tampa and Government Purchasing Council members of Hillsborough County are authorized to utilize any resulting award. The City reserves the right to reject any bids, award by line or aggregate total, and increase or decrease quantities without penalty. No set-aside designations or bid discounts for Small Local Business Enterprises apply to this procurement.
