About this file
This technical specifications document outlines the requirements for technical grade phosphoric acid to be supplied to the City of Tampa's Wastewater Department for three designated pump stations: University Pump Station, Sulphur Springs Pump Station, and Ybor Pump Station. The City anticipates an annual requirement of approximately 72 drums of 55-gallon liquid phosphoric acid delivered throughout the year as needed. The product must meet stringent chemical specifications including 85.0-85.5% liquid H₃PO₄ concentration, specific gravity of 1.686-1.692 at 25/15.5 degrees Celsius, and strict contaminant limits including maximum chloride of 25 ppm, iron of 10 ppm, and sulfate of 250 ppm. All deliveries must be completed within ten days of order receipt and made F.O.B. to the specified City locations.
Bidders must be manufacturers or authorized manufacturers' distributors of phosphoric acid and must demonstrate substantial inventory actively maintained for the product by submitting evidence of manufacturer authorization with their bid proposal. The awardee is required to supply a certified analysis affidavit signed by a corporate designated official at the time of container loading, certifying compliance with all specification requirements. Pricing shall be quoted on a per-drum basis, F.O.B. delivered, with the initial award period of one year and potential renewal options for four additional one-year periods. The City reserves the right to increase or decrease quantities without penalty and requires bidders to maintain appropriate insurance coverage, register to transact business in Florida, and comply with Florida's E-Verify law.
