About this file

This technical specifications document outlines requirements for technical grade phosphoric acid to be supplied to the City of Tampa Wastewater Department in Florida. The City seeks an authorized distributor to provide approximately 72 fifty-five gallon drums of liquid phosphoric acid annually to three pump stations: University Pump Station (1105 E. 131st Ave.), Sulphur Springs Pump Station (7902 N. 13th Street), and Ybor Pump Station (1302 N. 25th Street). Deliveries must be completed within ten days of order receipt, with delivery times and dates arranged upon order placement. The specification does not identify specific response dates, bid due dates, site visits, bidders' meetings, or contract award dates within the provided document.

The liquid phosphoric acid must meet precise chemical and physical specifications, including 85.0-85.5% H3PO4 concentration, specific gravity of 1.686-1.692 at 25/15.5 degrees Celsius, and strict limits on contaminants including chloride (25 ppm max), iron (10 ppm max), and trace elements such as arsenic, chromium, and lead (each less than 1 ppm). Pricing shall be quoted on a per-drum basis, F.O.B. delivered to the specified City of Tampa locations. Bidders must be manufacturers or authorized manufacturers' distributors of phosphoric acid with demonstrated substantial inventory and active engagement in phosphoric acid sales, supported by evidence submitted with the bid proposal. The Awardee must provide certified analysis affidavits signed by a corporate designated official certifying compliance with all specifications at the time of container loading. The estimated annual quantity of 72 drums is for cost estimating purposes only, with the Wastewater Department reserving the right to increase or decrease quantities without penalty.
