About this file
This technical specification document outlines the requirements for technical grade phosphoric acid to be supplied to the City of Tampa's Wastewater Department across three designated pump stations: University Pump Station, Sulphur Springs Pump Station, and Ybor Pump Station. The City estimates an annual requirement of approximately 72 drums of 55-gallon liquid phosphoric acid (85.0-85.5% purity) with deliveries to be completed within ten days of order receipt. Bidders must be manufacturers or authorized distributors with substantial inventory actively maintained and in regular engagement in phosphoric acid sales, submitting evidence of authorization with their bids. The bid opening is scheduled for 3:00 PM on Wednesday, April 1, 2026, with electronic submissions required through the OpenGov eProcurement Portal. The initial award period is one year from the effective date, with options for mutual renewal for four additional one-year periods and unilateral extension options for up to three additional 30-day periods.
The technical specifications establish strict chemical and physical requirements including specific gravity of 1.686-1.692 at 25/15.5 degrees Celsius and maximum contamination limits for chloride (25 ppm), iron (10 ppm), sulfate (250 ppm), and trace elements including arsenic, chromium, and lead (each less than 1 ppm). Pricing is quoted on a per-drum basis, F.O.B. delivered to City locations, with escalation/de-escalation provisions after the first year limited to the previous year's Consumer Price Index for All Urban Consumers. The estimated contract value is $50,000.00, and award will be made to the lowest responsive, responsible bidder. Awardees must supply certified analysis affidavits confirming product compliance at container loading and maintain Commercial General Liability insurance of at least $1 million per occurrence, along with Automobile Liability and Worker's Compensation insurance. All bidders must be registered to transact business in the State of Florida and comply with Florida's E-Verify law.
