About this opportunity
The New Jersey Department of Human Services, Division of Family Development, Office of Child Support Services (OCSS) is requesting quotes for NJKiDS Application Maintenance and Support for the state's Automated Child Support Eligibility System (ACSES), with quotes due January 5, 2027 at 2:00 p.m. through NJSTART and an optional pre-quote conference on September 25, 2026 at 10:00 a.m. via Microsoft Teams. This is a reprocurement of existing services. No small business or disabled veteran-owned business set-asides apply; however, a Small Business Subcontracting set-aside component is required within the contract.
The contractor will provide end-to-end application maintenance, quality assurance, batch operations, help desk support, and technical infrastructure management for a J2EE MVC application serving approximately 3,500 users statewide. The system processes over 1.6 million transactions daily and manages approximately $52 million in weekly child support collections. The application operates on IBM WebSphere Application Server and Oracle RAC databases across a load-balanced, multi-tier production environment with 432 batch processes spanning financial, case management, locate, enforcement, and establishment operations. Key integrations include federal systems (OCSE, QUICK, Federal Case Registry), state agencies (SPIRIT, FAMIS, DMV, Department of Labor, Revenue, Corrections), courts (FACTS), and external entities (credit bureaus, IRS, CSENET, FIDM). The contractor must maintain a New Jersey office within approximately 10 miles of the OCSS office in Mercerville (not to exceed 30 miles) and employ 20 staff positions spanning project management, application development, quality assurance, database administration, network architecture, security, and help desk support, with experience requirements ranging from two years for junior roles to ten years for senior positions; many roles require three to seven years of child support enforcement system experience.
The contract term is four years with a 180-calendar-day transition period and 90-calendar-day mobilization period from award. Pricing comprises Year 1 all-inclusive firm-fixed implementation cost, firm-fixed annual costs for Years 2–4, and hourly labor rates for 17 distinct personnel roles. Questions are due October 2, 2026 at 2:00 p.m. Contractor staff must complete mandatory data security training, sign the State IV-D Child Support Data User and Confidentiality Agreement, and comply with comprehensive data security policies including Federal Tax Information safeguards, criminal background screening, incident reporting within one hour for classified data, and restrictions on data transmission, offshore access, and AI tool uploads. The contractor must submit a completed Security Third-Party Information Security Questionnaire addressing 30 control areas aligned with NIST standards and CIS Critical Security Controls. File transfers must use Connect:Direct Secure+, FTPS over SSL, SFTP, or MOVEit Cloud in compliance with NIST Special Publication 800-47. The contractor must comply with all New Jersey Standard Terms and Conditions, including Commercial General Liability insurance of at least $1 million per occurrence and Professional Liability Insurance of at least $1 million.
