About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property, is soliciting bids on behalf of the New Jersey Public Broadcasting Authority (NJPBA) for comprehensive transmission facility management services under Bid Solicitation #26DPP01314 (T2870). The procurement seeks a single contractor to manage thirteen television transmission facilities across three geographic regions—Northern, Central, and Southern—throughout New Jersey. Deliverables include routine inspections and testing of large and small transmission facilities on varying schedules (weekly through bi-annual), HVAC maintenance, transmitter and microwave function verification, transmission line system monitoring, backup power system inspections, tower light and guy wire inspections, emergency response services, and FCC compliance documentation under Title 47 CFR Part 73. Qualified contractors must demonstrate expertise in FCC regulatory compliance, provide detailed inspection procedures and completed inspection reports, submit technician certifications, and furnish client references. Key evaluation criteria include compliance with prevailing wage requirements under the New Jersey State Prevailing Wage Act, proof of Public Works Contractor Registration, commercial general liability insurance with minimum limits of $1,000,000 per occurrence, and responsiveness to all 33 required price lines covering monthly task rates for large facilities, varying inspection frequency rates for small facilities by region, hourly rates for straight time and overtime work with applicable prevailing wage markups, and additional fees for administrative costs, project design, decommissioning, license applications, project management, and communication circuits. Critical dates include a mandatory site visit on June 2, 2026, at 10:00 AM at the Trenton Large Transmission Facility (301 Grovers Mill Road, Lawrence Township); an optional pre-quote conference on May 28, 2026, at 10:30 AM via video conference; written questions due by 2:00 PM on June 12, 2026; quote submission deadline of June 12, 2026, at 2:00 PM through NJSTART only; and quote opening on July 21, 2026, at 2:00 PM. The contract term is three years with the possibility of two one-year extensions at the same or more favorable terms.

This is a Small Business Set-Aside Contract for subcontracting only, requiring bidders to demonstrate good faith efforts to solicit New Jersey Small Business Enterprises as subcontractors; however, the solicitation documents do not specify an estimated contract value or budget range. All bidders and subcontractors performing public work must maintain valid Public Works Contractor Registration at the time of bid opening and comply with prevailing wage obligations. Bidders must submit extensive documentation including proof of business registration, certificates of insurance, proof of affirmative action compliance, Ownership Disclosure Forms, Iran investment disclosure certifications, OFAC Specially Designated Nationals and Blocked Persons list verification, MacBride Principles certification, and a completed State of New Jersey Security Due Diligence Third-Party Information Security Questionnaire. The State intends to award one contract for all price lines to a single bidder; failure to bid on any required price line will render a quote non-responsive. The State reserves the right to separately procure individual requirements during the contract term and to award any or all price lines if deemed in the State's best interest, and maintains termination authority for convenience with 30 days' notice or for cause with 10 days' notice. Pricing must be firm through contract issuance with no price increases during the contract period, and payment will be governed by the New Jersey Prompt Payment Act, requiring payment within 60 days of receipt of properly executed invoices and acceptance of goods or services.
