About this opportunity
The State of New Jersey, through the Department of the Treasury Division of Purchase and Property, is procuring a Hospital Based Paternity Acknowledgement Program and Database to serve the jurisdictions of Mercer County and Trenton City. The contractor will be responsible for processing all paternity documents received electronically and via mail from birthing facilities, Registrar Offices, and County Welfare Agencies, as well as handling phone, mail, and other inquiries from parents and stakeholders regarding paternity issues and documentation. The contractor's scope of work includes collecting and imaging Certificates of Parentage and Affidavits of Denial, storing birthing information and maintaining the electronic database, managing monthly birthing facility incentive payments, and producing and distributing outreach and training materials. The contract term is for 5 years, with the State's intent to award to a single contractor. The quote submission deadline is February 15, 2023.
This is a Small Business Enterprise and/or Disabled Veteran-Owned Business set-aside contract. The incumbent contractor's information is not provided. Funding for each year of the contract is determined by the State Legislature during the annual budget process, and an estimated budget cannot be provided at this time. Pricing for the services requested is to be included in the bidder's response using the State-Supplied Price Sheet, which outlines one-time implementation costs as well as annual operational and maintenance costs over the 5-year term.
