About this opportunity

The State of New Jersey Department of the Treasury, Division of Purchase and Property is soliciting bids for vehicle washing and cleaning services (supplemental contract T0390) on behalf of all state agencies and cooperative purchasing participants across all 21 New Jersey counties, with quotes due July 30, 2026 at 2:00 p.m. This is a set-aside contract requiring bidders to make good faith efforts to achieve subcontracting goals using certified New Jersey Small Business Enterprises (Categories I, II, or III).

The solicitation comprises two separate service categories with awards made independently by county: Brick and Mortar Vehicle Washing and Cleaning Services and Mobile Vehicle Washing and Cleaning Services. Brick and Mortar services include mandatory exterior washing, interior cleaning, and full-service washing for normal-sized vehicles under 10,000 GVW, with optional detail washing and oversized vehicle services (up to 26,002 GVW and above). Mobile services require on-site washing and cleaning throughout entire counties using contractor-supplied equipment and water. Bidders must submit all-inclusive firm, fixed unit pricing for all mandatory service lines to be deemed responsive; optional services may be bid individually or in combination. The Brick and Mortar price sheet contains 16 line items; the Mobile price sheet contains 12 mandatory line items per county.

The contract term is three years with an option to extend up to three additional years at the Director's discretion. Previously awarded contractors under Bid Solicitation 25DPP01072 for identical service categories may continue concurrent performance but cannot submit new quotes for previously awarded locations.

An optional pre-quote conference is scheduled for June 4, 2026 at 10:30 a.m. Questions are due June 18, 2026 at 2:00 p.m. All quotes must be submitted electronically through NJSTART. Bidders must complete required certifications including ownership disclosure, Iran and Russia/Belarus investment activities, affirmative action compliance, and financial capability statements. Electronic payments are mandatory, and contractors must submit quarterly sales reports with a one percent procurement efficiency program fee assessed on all purchases. The State reserves the right to award one or more bidders per county per service category and may conduct negotiations or request Best and Final Offers.
