About this file
This is a presentation from an Optional Pre-Quote Conference for the State of New Jersey's T0390 Vehicle Washing and Cleaning Services (Supplemental) solicitation (26DPP01305). The conference was held to address procedural questions regarding bid submission requirements, and attendees were instructed to submit substantive questions regarding the Scope of Work through the Q&A Tab in NJSTART. The solicitation is divided into two service categories: Brick and Mortar Services and Mobile Services, with bidders eligible to submit pricing and compete for award of one or both categories. The Brick and Mortar Price Sheet contains sixteen price lines across three sections, with price lines 1-3 mandatory for award eligibility and lines 4-16 optional. Mobile Services pricing covers all twenty-one New Jersey counties, with twelve mandatory price lines that must be completed for each county in which a bidder wishes to perform services. Bidders with multiple Brick and Mortar locations may submit multiple price sheets with location addresses. Questions were due by 2:00 p.m. on Thursday, June 18, 2026, and quotes were due by 2:00 p.m. on Thursday, July 30, 2026.
The presentation emphasized critical price sheet completion requirements, noting that failure to complete all mandatory price lines would result in non-responsive quotes. Bidders were required to indicate "no charge" for zero-dollar costs, maintain the exact State-Supplied Price Sheet format without modifications, and ensure all tabs were completed using the correct version. Quotes could only be submitted through NJSTART and could not be emailed, faxed, or hand-delivered. The presentation highlighted common pitfalls including adding supplemental language to quotes, submitting price sheets in non-Excel formats, using special characters in filenames, and uploading incompatible file types. The solicitation includes set-aside considerations for small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses, and bidders were encouraged to use the conference as an opportunity to partner with these certified vendors.

PRICE SHEET PITFALLS
Complete all required price lines on the State-Supplied Price Sheet pursuant to the Bid Solicitation instructions or Quote may be deemed non-responsive. Indicate “no charge” if the cost is $0. Do not leave any price line blank.
The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.
Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.
Confirm that you have completed all tabs on the State-Supplied Price Sheet.
Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.
Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
HELPFUL TIPS & REMINDERS
Review Bid Solicitation in its entirety and submit any questions prior to the deadline including exceptions to the SSTC. Updated documents will be posted in NJSTART and should be reviewed as posted.
Submit Quotes on time addressing all mandatory requirements (designated by “shall”) including forms. Quotes missing mandatory requirements may be deemed non-responsive. Not submitting requested information (“should”) may impact the technical evaluation score.
When submitting a Quote through NJSTART, do not use any symbols (i.e., #, @, $, &, *) in the filename as this may prevent the Quote from being properly uploaded. Uploaded files must be compatible with Microsoft Office and/or Adobe software applications. DO NOT UPLOAD files with extensions such as .zip, .numbers, or .pages.
Be advised that this is NOT a Waiver or Delegated Purchasing Authority (“DPA”) procurement. The Quote may not be emailed, faxed, or hand-delivered. The Quote may only be submitted through NJSTART.
Do not select “No Bid” on the NJSTART “General Tab” unless you are not intending to submit a bid. Your bid will not appear in the Bid Tab if this option is selected.
OTHER HELPFUL TIPS
Examples of additional language may deem a quote non-responsive:
Vendor accepts all terms and conditions of this Bid Solicitation with the following additional language: Section X - Agree, as it applies to changes that impact administrative fees as outlined in this provision, provided that Vendor reserves the right to modify Contracted Terms based on changes by the State.
Vendor’s Quote is only valid for XX days.
Vendor reserves the right to charge additional fees for services that require extensive time and effort.
This Quote is a nonbinding expression of interest only and is not intended to create a binding commitment on either party unless and until a definitive agreement has been executed between the parties.
This Quote may include statements regarding plans for future products and services, or future versions of existing products and services. Any such statements are provided solely for your general information and are not part of this Quote unless specifically stated in writing in this Quote.
State-Supplied Price Sheet T0390 – Vehicle Washing and Cleaning Services See Section 3.20, State-Supplied Price Sheet Instructions, for directions.
This Bid Solicitation is divided into two (2) service categories, Brick and Mortar Services and Mobile Services, with each represented by a separate State-Supplied Price Sheet. Bidders may submit pricing and be eligible for award of one (1) or both State-Supplied Price Sheets.
The Brick and Mortar Price Sheet contains sixteen (16) price lines, divided into three sections. Price Lines 1-3 are mandatory, and bidders must provide unit pricing for all three mandatory lines to be eligible for award. Failure to provide unit pricing for these three lines shall result in the Bidder being deemed non-responsive for the Brick and Mortar award for the respective county being bid upon.
Bidders are not required to provide pricing for the optional Price Lines 4-16 in order to be eligible for award. For these optional lines, bidders may bid on any single line, all of them, or any combination thereof. Bidders must provide unit pricing in order to be eligible for award of each respective optional Price Line.
The Bidder’s Brick and Mortar location must be located within the county being bid upon. A bidder may submit multiple Brick and Mortar State-Supplied Price Sheets if its Quote includes multiple locations. Bidders must provide the address of each location provided as part of its Quote.
The Mobile Price Sheet contains columns for each of the State’s twenty-one (21) counties. It is further divided into twelve (12) price lines. Bidders must provide unit pricing for ALL price lines on the Mobile State-Supplied Price Sheet for the county or counties that it wishes to perform Mobile services in. Failure to provide all unit pricing for price lines 1-12 shall result in the Bidder being deemed non-responsive for mobile services in that county.
