About this file

This is Bid Amendment #3 to a vehicle washing and cleaning services solicitation issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of all state agencies and cooperative purchasing participants across all 21 counties. The amendment modifies the original bid solicitation #26DPP01305 for vehicle washing and cleaning services, which comprises two independent service categories: Brick and Mortar Vehicle Washing and Cleaning Services and Mobile Vehicle Washing and Cleaning Services. The revised quote submission deadline has been extended to Wednesday, September 30, 2026, at 2:00 p.m. Eastern Time (previously set for July 30, 2026). The contract term is three years with an option to extend up to three additional years at the Director's discretion. Brick and Mortar services include mandatory exterior washing, interior cleaning, and normal vehicle washing for vehicles under 10,000 GVW, with optional detail washing and oversized vehicle services. Mobile services require on-site washing and cleaning throughout entire counties using contractor-supplied equipment and water, with service to be provided within five business days of request unless otherwise agreed upon.

Amendment #3 includes significant revisions to three sections of the original solicitation: the quote submission deadline, the bidder additional terms section, and the state's right to inspect bidder facilities. The amendment clarifies that bidders may submit non-conflicting additional terms, but quotes containing conflicting terms will be deemed non-responsive; conflicting terms must be raised during the electronic question and answer period for consideration. The amendment also expands the state's inspection rights to include both facilities and equipment. Bidders must submit firm, fixed unit pricing for all mandatory service lines to be deemed responsive; the Brick and Mortar price sheet contains 16 line items while the Mobile price sheet contains 12 mandatory line items per county. Previously awarded contractors under Bid Solicitation 25DPP01072 may continue concurrent performance but cannot submit new quotes. All quotes must be submitted electronically through NJSTART, and bidders must complete required certifications including ownership disclosure, affirmative action compliance, and financial capability statements. The State reserves the right to award one or more bidders per county per service category and may conduct negotiations or request Best and Final Offers.

A: Yes. Prior to the Quote Opening Deadline, a Bidder should review the documents comprising the submitted Quote to ensure that all of the required documents have been completed and attached. To review a submitted Quote, a Bidder should log into NJSTART and review each document attached to the Quote submission. Instructions on how to review a submitted Quote can be found in the Quick Reference Guide entitled How to Review a Submitted Quote, which is available on the NJSTART Vendor Support Page under Vendor Reference Guides.
