This is a partial small business set-aside contract designating Small Business Categories I, II, and III as eligible, with the State intending to award at least one price line per category to qualifying small businesses if responsive quotes with acceptable pricing are received. The solicitation is open to all state using agencies and cooperative purchasing participants.

The scope spans seventy-two price lines across twenty categories: OEM minor and major repairs for thirteen vehicle brands including Chevrolet, Ford, GMC, Honda, Nissan, RAM, Toyota, and specialty transit buses; truck bodies, lift gates, snow plows, and wheelchair lifts; and non-OEM repairs for chassis, refrigeration units, hoists, cranes, winches, hydraulic systems, gauges, and seats. All pricing must be submitted as all-inclusive hourly rates covering labor, overhead, profit, travel, supplies, and materials. Bidders must maintain a full-service repair facility with at least two repair bays and provide manufacturer's certifications for all OEM brands bid. Bidders are registered with the New Jersey Division of Revenue and Enterprise Services and maintain a valid Business Registration Certificate.

The base contract term runs through February 2, 2029, with options to extend up to two additional years by mutual written consent at the same or more favorable terms. Each price line is evaluated and awarded separately; the State intends to award to all responsive and competitive bidders within each price line. Bidders may submit quotes for any combination of price lines and may submit multiple price sheets for multiple service locations. An optional pre-quote conference is scheduled for July 28, 2026 at 10:30 a.m. A one percent Procurement Efficiency Program fee applies to all invoiced purchases, payable quarterly to Periscope. Quotes must be submitted exclusively through NJSTART and cannot be emailed, faxed, or hand-delivered.
