About this file
This document is Bid Amendment #1 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, clarifying requirements for Bid Solicitation #26DPP01269 T0126 regarding OEM and Non-OEM Maintenance and Repair Services for Light/Medium Duty Vehicles. The supplemental solicitation seeks quotes for maintenance and repair services across seventy-two price lines covering thirteen vehicle brands, truck bodies, lifts, and non-OEM components such as refrigeration units, hoists, and hydraulic systems. Quotes are due September 15, 2026, at 2:00 p.m. Eastern Time. An optional pre-quote conference was held via Teams meeting on July 28, 2026, with one firm in attendance. The base contract term runs through February 2, 2029, with options to extend up to two additional years by mutual written consent at the same or more favorable terms. All quotes must be submitted exclusively through NJSTART; hardcopy submissions are not permitted.
The amendment clarifies that contractors must maintain a full-service repair facility with at least two repair bays and cannot be mobile-only vendors. Bidders already awarded specific price lines and counties under the prior T0126 Bid Solicitation 25DPP01052 (active February 3, 2026) remain ineligible to bid on those same price lines and counties under this supplemental solicitation, though their existing contracts remain valid and active concurrently. All pricing must be submitted as all-inclusive hourly rates covering labor, overhead, profit, travel, supplies, and materials. A one percent Procurement Efficiency Program fee applies to all invoiced purchases, payable quarterly to Periscope. The solicitation is a partial small business set-aside with intent to award at least one price line per category to qualifying small businesses if responsive quotes with acceptable pricing are received. Bidders must be registered with the New Jersey Division of Revenue and Enterprise Services and maintain a valid Business Registration Certificate.

A. Yes. Prior to the Quote Opening Deadline, a Bidder should review the documents comprising the submitted Quote to ensure that all of the required documents have been completed and attached. Oftentimes a Quote is deemed non-responsive because a Bidder fails to attach a required form or attaches a blank form. To review a submitted Quote, a Bidder should log into NJSTART and review each document attached to the Quote submission. Instructions on how to review a submitted Quote can be found in the Quick Reference Guide entitled How to Review a Submitted Quote, which is available on the NJSTART Vendor Support Page under Vendor Reference Guides.

Q. Will the State allow Bidders to take exception to any of the Standard Terms and Conditions?
A. As stated in Bid Solicitation Section 2.2, Exceptions to the State of NJ Standard Terms and Conditions (SSTC): “Questions regarding the State of New Jersey Standard Terms and Conditions and exceptions to mandatory requirements MUST be posed during the Electronic Question and Answer period and shall contain the Bidder’s suggested changes and the reason(s) for the suggested change(s).” Moreover, as stated in Bid Solicitation Section 3.11, Bidder proposed terms or conditions that conflict with those contained in the State of New Jersey Standard Terms and Conditions may render a Quote non-responsive.

Q. What should bidders do to ensure they can submit a quote, and how can they get help if they encounter issues with their NJSTART profile?
A: Bidders are encouraged to begin preparing their bid weeks ahead of the due date. Bidders are also urged to check their NJSTART profile promptly to confirm that their account is accessible and that all forms are current. Access to the NJSTART profile is required to submit a Quote.
The Division anticipates that it may take up to two weeks to process a Bidder’s request for access to their NJSTART profile from the date the request is submitted. Vendors needing help to access their company’s NJSTART profile/account should use the following link: NJSTART Vendor Support Portal.

Section 3,
Quote Submission Requirements Q. My company is a 100% mobile light-duty fleet maintenance and repair provider based in New Jersey. All services are performed on-site at the customer's location; I do not operate a traditional brick-and-mortar repair shop. For Bid 26DPP01269 (T0126 - OEM and Non-OEM Maintenance and Repair Services for Light/Medium Duty Vehicles Supplemental), please clarify the following:
1. May a fully mobile vendor bid on the Non-OEM maintenance and repair price lines for this contract, provided we meet all service, coverage, and response-time requirements?
2. The State-Supplied Price Sheet instructions request the "address of the facility that work will take place in." As a mobile vendor, should I list my registered business address as the dispatch/base address for the contract, even though services are performed at agency locations? (Note: This question has been paraphrased in the interest of readability and clarity.)
A1. No. Pursuant to Bid Solicitation Section 4.2, General Contract Terms, “Contractors must have a full-service repair facility with at least two (2) repair bays”. The intention of this Bid Solicitation is to award to Contractors with full-service facilities. The State notes that there may be other Bidding opportunities available for mobile repair services and recommends monitoring njstart.gov regularly.
A2. Please see the answer above. Since Contractors are required to have a full-service repair facility, mobile-only vendors cannot meet the facility requirement and therefore are not eligible to bid on the Non‑OEM maintenance and repair price lines under this Solicitation.
